Dear Friends,

Association for Democratic Reforms (ADR) and Haryana Election Watch have analysed the self-sworn affidavits of all 90 winning candidates in the Haryana 2024 Assembly Elections.

Criminal Background   

  • Winning candidates with criminal cases: Out of the 90 winning candidates analysed in 2024 12(13%) winning candidates have declared criminal cases against themselves. Out of 90 MLAs analysed during Haryana Assembly elections in 2019, 12(13%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 6(7%) winning candidates have declared serious criminal cases against themselves. Out of 90 MLAs analysed during Haryana Assembly elections in 2019, 7 (8%) MLAs had declared serious criminal cases against themselves.

  • Winning candidates with declared cases related to attempt to murder: 1 candidate has declared a case related to Attempt to murder (IPC Section-307) against himself.
  • Party wise winning candidates with criminal cases: 7(19%) out of 37 Winning candidates from INC, 3(6%) out of 48 Winning candidates from BJP and 2 (67%)  out of 3 Independent winning candidates have declared criminal cases against themselves in their affidavits.
  • Party wise winning candidates with serious criminal cases: 4(11%) out of 37 Winning candidates from INC, 1(2%) out of 48 Winning candidates from BJP and 1 (33%)  out of 3 Independent winning candidates have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 90 winning candidates analysed, 86 (96%) are crorepatis. Out of 90 MLAs analysed during Haryana assembly elections 2019, 84 (93%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 46(96%) out of 48 winning candidates from BJP, 35 (95%) out of 37 winning candidates from INC, 2 (100%) winning candidates from INLD and 3(100%) Independent winning candidates have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the Haryana Assembly Elections 2024 is Rs 24.97 Crores. The average of assets per MLA in the Haryana Assembly Elections 2019 was Rs 18.29 crore.

  • Party wise average assets: The average assets per winning candidate for 48 BJP winning candidates is Rs 24.35 Crores, 37 INC winning candidates is Rs 17.97 Crores, 2 INLD winning candidates is Rs 36.22 Crores and 3 Independent winning candidates have average assets worth Rs 113.84 Crores.

Other Background Details

  • Education Details of winning candidates:  26 (29%) winning candidates have declared their educational qualification to be between 8th pass and 12th pass, while 61 (68%) winning candidates have declared having an educational qualification of graduate and above and  2 winning candidates who are Diploma holders and 1 winner candidate has declared himself just literate.
  • Age details of winning candidates: 31 (34%) winning candidates have declared their age to be between 25 and 50 years while 59 (66%) winning candidates have declared their age to be between 51 and 80 years.
  • Gender details of winning candidates: Out of 90 winning candidates analysed, 13 (14%) winning candidates are women. In 2019, out of 90 MLAs, 9 (10%) MLAs were women.

Comparative Analysis Of Assets Of Re-Elected MLAs


  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Haryana assembly elections of 2024 is 30.
  • Average assets of re-elected MLAs in 2019: The average assets of re-elected MLAs in 2019 was Rs 9.08 crore.
  • Average assets of re-elected MLAs in 2024: The average assets of re-elected MLAs in 2024 is Rs 14.46 crores.
  • Average growth in assets of re-elected MLAs from 2019 to 2024: The growth in average assets of re-elected MLAs is Rs 5.37 crores i.e. by 59%.
