Dear Friends,

Association for Democratic Reforms (ADR) and Tamil Nadu Election Watch have analyzed the criminal, financial and other background details of 204 out of 234 sitting MLAs. In the current assembly 4 seats are vacant. There are 26 MLAs who have not been analysed due to the unavailability of their properly scanned and complete affidavits, at the time of making this report. This analysis is based on the affidavits submitted by the candidates prior to the 2016 Assembly elections and bye-elections conducted thereafter.

                                                                                                           CRIMINAL BACKGROUND
  • MLAs with criminal cases: Out of 204 sitting MLAs analysed, 68(33%) MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 38(19%) MLAs have declared serious criminal cases.
  • MLAs with declared cases related to attempt to murder: 8 MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with cases related to Crimes against Women: 2 MLAs have declared cases related to crimes against women (IPC Section-354 and 509)
  • Party wise sitting MLAs with criminal cases: 40(47%) out of 86 MLAs from DMK, 23(21%) out of 109 MLAs from AIADMK, 4(57%) out of 7 MLAs  from INC and 1(100%) Independent MLA have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases:  22(26%) out of 86 MLAs from DMK, 13(12%) out of 109 MLAs from AIADMK, 2(29%) out of 7 MLAs from INC and 1(100%) Independent MLA have declared serious criminal cases against themselves in their affidavits.

FINANCIAL BACKGROUND

  •  Crorepati MLAs: Out of 204 sitting MLAs analysed, 157(77%) are crorepatis.
  • Party wise crorepati MLAs: 76(70%) out of 109 MLAs from AIADMK, 74(86%) out of 86 MLAs from DMK, 5(71%) out of 7 MLAs from INC and one  MLA each from IUML and Independent have declared assets valued more than Rs 1 crore.

  •  Average assets: The average assets per sitting MLA is Rs.6.05 crore.
  • Party wise average assets: The average assets per MLA for 109 AIADMK MLAs analysed is Rs.3.49 crores, 86 DMK MLAs analysed is Rs.9.49 crores and 7 INC MLAs have average assets of Rs.3.72 crores.

  • Education Details of MLAs:  89 (44%) MLAs have declared their educational qualifications to be between 5th pass and 12th pass while 110 (54%) MLAs have declared having an educational qualification of graduate or above. 3 MLAs are diploma holders and 1 MLA is just literate. 1 MLA has not declared his education.
  • Age details of MLAs: 78(38%) MLAs have declared their age to be between 25 and 50 years while 125 (61%) MLAs have declared their age to be between 51 and 70 years and 1 MLA has declared his age as 77 years.
  • Gender details of MLAs: Out of 204 MLAs analysed, 17 (8%) MLAs are women.
