Analysis of Income & Expenditure of National Political Parties for FY 2023-24

Executive Summary


Political parties have multiple sources of funding and thus accountability and transparency should be an important aspect of their functioning. It is essential to have comprehensive and transparent accounting methods and systems which should reveal the true financial position of the parties.

The Election Commission of India (ECI), in its letter dated 19th November,’14 addressed to the Presidents/General Secretaries of all political parties, stated that it was mandatory for the parties to submit details of their audited reports to the Commission. This report analyses the total income and expenditure incurred, all over India, by the all-National Parties during FY 2023-24, as declared by the parties in their annual audit report submitted to the ECI.

The National Parties include Bharatiya Janata Party (BJP) Indian National Congress (INC), Bahujan Samaj Party (BSP), Communist Party of India (Marxist) CPI(M), Aam Aadmi Party (AAP) and National People’s Party (NPEP).


Status of submission of audited reports by the National Parties, FY 2023-24

  1. The due date for submission of annual audited accounts for the parties was 31st October,’2024.

  2. Only BSP, NPEP and AAP submitted their audit reports on time while CPI(M), INC and BJP and submitted after a delay of 12 days, 53 days and 66 days, respectively.
Total Income and Expenditure of National Political Parties for FY 2023-24
  • The BJP declared a total income of Rs 4,340.473 cr during FY 2023-24 but spent only 50.96% of it, amounting to Rs 2,211.698 cr. The INC’s total income was Rs 1,225.119 cr, while its expenditure for the year was Rs 1,025.248 cr, which is 83.69% of its total income.

  • CPI(M)’s total income was Rs 167.636 cr while the party spent Rs 127.283 cr, 75.93% of its income.

  • BSP’s total income was Rs 64.7798 crore, while its expenditure for the year was Rs 43.189 crore, which is 66.67% of its total income

Total Income of National Parties for FY 2023-24
  • The total Income of the National Parties has been compiled from the income from various sources pan India, as submitted in their annual audit reports.   

  • 6 National Parties (BJP, INC, CPI(M), AAP, BSP and NPEP) have declared a total income of Rs 5820.912 cr, collected from all over India.

  • BJP has shown the highest income amongst the National Parties, an income of Rs 4340.473 cr during FY 2023-24. This forms 74.567% of the total income of 6 National Parties during FY 2023-24.

  • INC declared the second highest income of Rs 1225.119 cr which forms 21.047% of the total income of the 6 National Parties.

Comparison of total income of National Political Parties between FY 2022-23 & FY 2023-24

  • Between FY 2022-23 and 2023-24, the income of BJP increased by 83.85% (Rs 1979.629 cr) from Rs 2360.844 cr during FY 2022-23 to Rs 4340.473 cr during FY 2023-24.

  • Income of INC increased by 170.82% (Rs 772.744 cr) from Rs 452.375 cr during FY 2022-23 to Rs 1225.119 cr during FY 2023-24 and Income of CPI(M) increased by 18.34% (Rs 25.975 cr) from Rs 141.661 cr during FY 2022-23 to Rs 167.636 cr during FY 2023-24.

Top 3 sources of income of National Parties for FY 2023-24
  • National Parties that received highest income from donations/contributions include BJP – Rs 3967.1484 cr, INC – Rs 1129.6698 cr, CPI(M) – Rs 74.867 cr, AAP – Rs 22.139 cr, and NPEP – Rs 17.69 lakhs.

  • Collection by Issuing Coupons of Rs 58.558 cr declared by INC form 4.78% of its total income during FY 2023-24.

Top 3 items of expenditure of National Parties for FY 2023-24
  • The maximum expenditure for BJP has been towards Election/General Propaganda which amounted to Rs 1754.065 cr followed by expenses towards Administrative Costs, Rs 349.718 cr.

  • The maximum expenditure for INC has been towards Election Expenditure which amounted to Rs 619.672 cr followed by expenses towards Administrative & General Expenses Rs 340.702 cr.

  • CPI(M) spent the maximum of Rs 56.2932 cr on Administrative & General Expenses followed by expenditure of Rs 47.57 cr on Employee Cost.

All sources of income declared by National Parties, FY 2023-24
  • 3 National parties namely BJP, INC and AAP collected 43.36% (Rs 2524.1361 cr) of their total income from donations through Electoral Bonds for FY 2023-24. BJP received donations through Electoral Bonds worth Rs 1685.6261 cr, INC received Rs 828.36 cr and AAP received Rs 10.15 cr.

  • During FY 2023-24, 6 National Parties declared receiving an income from Donations/Contributions, a total of Rs 2669.865 cr

Observations of ADR

  1. CPI(M), INC and BJP parties submitted their audit reports after a delay of 12 days to 66 days.

  2. The most common and popular items of expenditure for National parties for FY 2023-24 are election expenses and administrative/general expenses.

  3. As per the data shared by SBI in response to ADR’s RTI application, Electoral Bonds worth Rs 4507.5613 cr were redeemed by parties in FY 2023-24. 55.998% (Rs 2524.1361 cr) of this has been redeemed by National Parties.

  4. 3 National parties namely BJP, INC and AAP collected 43.36% (Rs 2524.1361 cr) of their total income from donations through Electoral Bonds for FY 2023-24. BJP received donations through Electoral Bonds worth Rs 1685.6261 cr, INC received Rs 828.36 cr and AAP received Rs 10.15 cr.

  5. During FY 2023-24, out of the 6 National parties, only 2 Parties (INC - Rs 58.558 cr and CPI(M) - Rs 11.323 cr) declared receiving a total income of Rs 69.881 cr from Sale of Coupons.
