Dear Friends,

Association for Democratic Reforms (ADR) and Andhra Pradesh Election Watch have analyzed the criminal, financial and other background details of 48 out of 58 sitting MLCs. 2 MLCs have not been analysed as their affidavits were unavailable. 8 Nominated MLCs are not required to submit their affidavits, hence their information on criminal, financial and other details are not available in the public domain.

Summary and Highlights

Criminal Background

MLCs with criminal cases: Out of the 48 MLCs analysed, 20(42%) MLCs have declared criminal cases against themselves.

MLCs with serious criminal cases: 3(6%) MLCs have declared serious criminal cases.

MLCs with declared cases related to attempt to murder: 1 MLC has declared case related to attempt to murder (IPC Section 307).

MLCs with declared cases related to Crimes against Women: 1 MLC has declared case related to crimes against women.

Party wise MLCs with criminal cases: 13(50%) out of 26 MLCs from YSRCP, 6 (46%) out of 13 MLCs from TDP, and 1(25%) out of the 4 Progressive Democratic Front MLCs have declared criminal cases against themselves in their affidavits.

Party wise MLCs with serious criminal cases: 3(12%) out of the 26 YSRCP MLCs have declared serious criminal cases against themselves in their affidavits.

Financial Background

Crorepati MLCs: Out of the 48 sitting MLCs analysed, 36 (75%) are crorepatis.

Party-wise crorepati MLCs: Among major parties, 22 (85%) out of 26 MLCs from YSRCP, 11 (85%) out of 13 MLCs from TDP, 2(50%) out of 4 MLCs from Progressive Democratic Front and 1(25%) out of the 4 Independent MLCs have declared assets valued more than Rs 1 crore.

Average assets:The average of assets per MLC is Rs. 16.26 crores.

Party wise average assets: Among the major parties, the average assets per MLC for 26 YSRCP MLCs analysed is Rs 7.96 crores, 13 TDP MLCs have average assets of Rs 43.57 crores , 4 Progressive Democratic Front MLCs have average assets worth Rs 99.44 lakhs, 1 BJP MLC has assets worth Rs. 60.65 lakhs and 4 Independent MLCs have average assets of Rs. 64.32 lakhs.

Other Background details

Education Details of MLCs: 8 (17%) MLCs have declared their educational qualification to be between 5^th pass and 12^th pass while 40 (83%) MLCs have declared having an educational qualification of graduate or above.

Age details of MLCs: 4 (8%) MLCs have declared their age to be between 31 and 40 years while 29 (61%) MLCs have declared their age to be between 41 and 60 years.There are 15(31%) MLCs who have declared their age to be between 61 to 90 years.
