Dear Friends,

Association for Democratic Reforms (ADR) and Delhi Election Watch have analyzed the criminal, financial and other background details of 65 out of 70 sitting MLAs. In the current assembly 5 seats are vacant.

This analysis is based on the affidavits submitted by the candidates prior to the 2020 Assembly elections and bye elections conducted thereafter.

Summary and Highlights

Criminal Background
  • MLAs with criminal cases: Out of 65 sitting MLAs analysed, 43 (66%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 36 (55%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to attempt to murder: 1 Sitting MLA has declared case related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 13 Sitting MLAs have declared cases related to crimes against women. Out of 13 Sitting MLAs 1 Sitting MLA has declared charge related to rape (IPC Section-376).
  • Party wise sitting MLAs with criminal cases: 38 (66%) out of 58 MLAs from AAP and 5 (71%) out of 7 MLAs from BJP have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 32 (55%) out of 58 MLAs from AAP and 4 (57%) out of 7 MLAs from BJP have declared serious criminal cases against themselves in their affidavits.

Financial Background
  • Billionaire MLAs: Out of 65 sitting MLAs analysed , 1 (2%) is Billionaire.
  • Total assets of MLAs: The total assets of 65 sitting MLAs are Rs. 829.21 Crores.
  • Party wise Total assets MLAs: The total assets for 58 AAP Sitting MLAs analysed is Rs.777.02 crores and 7 BJP Sitting MLAs have total assets of Rs.52.18 crores.

  • Average assets: The average of assets per sitting MLA is Rs.12.75 crore.
  • Party wise average assets: The average assets per MLA for 58 AAP sitting MLAs analysed is Rs.13.39 crores and 7 BJP sitting MLAs have average assets of Rs.7.45 crores.

  • Education Details of Sitting MLAs:  23(35%) MLAs have declared their educational qualification to be between 8th and 12th standard while 38 (58%) MLAs have declared having an educational qualification of graduate or above. 4 MLAs are Diploma holders.
  • Age details of Sitting MLAs:  38 (58%) MLAs have declared their age to be between 25 and 50 years while 27 (42%) MLAs have declared their age to be between 51 and 80 years.
