Dear Friends,

Consequent to the reconstitution of the Bihar state cabinet on 07 May 2026, Association for Democratic Reforms and Bihar Election Watch have analysed the self-sworn affidavits of 31 out of 35 Ministers including Chief Minister from Bihar State Assembly 2025. 2 ministers namely Ashok Chaudhary of JD(U) and Dr. Pramod Kumar of BJP who are currently nominated MLC members, were not required to submit affidavits, therefore their information on criminal, financial and other details are not available in the public domain. The details of Deepak Prakash of RLM and Nishant Kumar of JD(U) were not analysed, as they are currently not members of either the Bihar Legislative Assembly or the Bihar Legislative Council.

This analysis is based on the affidavits submitted by the candidates prior to the 2025 Assembly elections and Bihar legislative council elections.

Crorepati Ministers: Out of the 31 ministers analysed, 28 (90%) ministers are crorepatis.

Average Assets: The average assets of 31 ministers analysed is Rs 6.32 crores.

Minister with Highest Assets: The minister with the highest declared total assets is Rama Nishad from Aurai constituency with assets worth Rs. 31.86 Crores.

Minister with Lowest Assets: The minister with the lowest declared total assets is Sanjay Kumar from Bakhri (SC) constituency with assets worth Rs. 22.30 Lakhs.

Liabilities: A total of 20 (65%) ministers have declared liabilities out of which the minister with the highest liabilities is Shweta Gupta of Sheohar constituency with Rs. 4.05 Crores of liabilities.

Other Background details (Education, Gender, Age)

Ministers’ Education: 8 (26%) ministers have declared their educational qualification to be between 10^th and 12^thstandard while 22 (71%) ministers have declared having an educational qualification of graduate or above. 1 minister is a Diploma Holder.

Ministers’ Age: A total of 6(19%) ministers have declared their age to be between 30-50 years while 25(81%) ministers have declared their age to be between 51- 80 years.
