Dear Friends, 

Consequent to the reconstitution of the cabinet, Gujarat Election Watch and Association for Democratic Reforms have analysed the self-sworn affidavits of all 25 Ministers including Chief Minister from Gujarat State Assembly 2017.

This analysis is based on the affidavits submitted by the candidates prior to the 2017 Assembly elections and bye elections conducted thereafter.

  • Ministers with Criminal Cases: 7 (28%) ministers have declared criminal cases against themselves.

  • Average Assets: The average assets of 25 ministers analysed is Rs 3.95 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is Patel Rushikesh Ganeshbhai from Visnagar constituency with assets worth Rs. 14.95 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Chauhan Arjunsinh Udesinh from Mehmedabad constituency with assets worth Rs. 12.57 lakhs.
  • Liabilities: A total of 18 ministers have declared liabilities out of which the minister with the highest liabilities is Jagdish Panchal of Nikol constituency with Rs. 3.13 crores of liabilities.

Other Background details (Education, Gender, Age)

  • Ministers’ Education:  13 (52%) ministers have declared their educational qualification to be between 8th and 12th standard while 11 (44%) ministers have declared having an educational qualification of graduate or above and one minister is just literate.
  • Ministers’ Age:  A total of 13(52%) ministers have declared their age to be between 31-50 years while 12(48%) ministers have declared their age to be between 51- 70 years.
  •  Women Ministers: Out of 25 ministers, 2 are women.
