Dear Friends,

Association for Democratic Reforms (ADR) and Odisha Election Watch have analysed the self-sworn affidavits of all 147 winning candidates in the Odisha 2024 Assembly Elections.

Criminal Background   


  • Winning candidates with criminal cases: Out of the 147 winning candidates analysed in 2024 85(58%) winning candidates have declared criminal cases against themselves. Out of 146 MLAs analysed during Odisha Assembly elections in 2019, 67(46%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 67 (46%) winning candidates have declared serious criminal cases against themselves. Out of 146 MLAs analysed during Odisha Assembly elections in 2019, 49 (34%) MLAs had declared serious criminal cases against themselves

  • Party wise Winning candidates with Criminal Cases: 55(71%) out of 78 Winning candidates from BJP, 15(29%) out of 51 Winning candidates from BJD, 11 (79%) out of 14 Winning candidates from INC, 1 (100%) Winning candidate of CPI(M) and 3 (100%) Independent winning candidates have declared criminal cases against themselves in their affidavits.
  • Party wise Winning candidates with Serious Criminal Cases: 46(59%) out of 78 Winning candidates from BJP, 12(24%) out of 51 Winning candidates from BJD, 5 (36%) out of 14 Winning candidates from INC, 1 (100%) Winning candidate of CPI(M) and 3 (100%) Independent winning candidates have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 147 winning candidates analysed, 107 (73%) are crorepatis. Out of 146 MLAs analysed during Odisha assembly elections 2019, 95 (65%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 52(67%) out of 78 Winning candidates from BJP, 43 (84%) out of 51 Winning candidates from BJD, 9 (64%) out of 14 Winning candidates from INC, 1(100%) Winner candidate by CPI(M) and 2(67%) out of 3 Independent Winning candidates have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the Odisha Assembly Elections 2024 is Rs 7.37 Crores. The average of assets per MLA in the Odisha Assembly Elections 2019 was Rs 4.41 crore.

  • Party wise average assets: The average assets per winning candidate for 78 BJP winning candidates is Rs 3.92 Crores, 51 BJD winning candidates is Rs 14.36 Crores, 14 INC winning candidates is Rs 1.82 Crores, 1 CPI(M) winner candidate is Rs 1.11 Crores and 3 Independent winning candidates have average assets worth Rs 6.22 Crores.

Other Background Details

  • Education Details of winning candidates:  43 (29%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 97 (66%) winning candidates have declared having an educational qualification of graduate and above and  7 winning candidates who are Diploma holders.
  • Age details of winning candidates: 68 (46%) winning candidates have declared their age to be between 25 and 50 years while 79 (54%) winning candidates have declared their age to be between 51 and 80 years.
  • Gender details of winning candidates: Out of 147 winning candidates analysed, 11 (7%) winning candidates are women. In 2019, out of 146 MLAs, 13 (9%) MLAs were women.

Comparative Analysis Of Assets Of Re-Elected MLAs

  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Odisha assembly elections of 2024 is 43.
  • Average assets of re-elected MLAs in 2019: The average assets of re-elected MLAs in 2019 was Rs 2.23 crore.
  • Average assets of re-elected MLAs in 2024: The average assets of re-elected MLAs in 2024 is Rs 4.48 crores.
  • Average growth in assets of re-elected MLAs from 2019 to 2024: The growth in average assets of re-elected MLAs is Rs 2.24 crores i.e. by 100%.
