Dear Friends,

Association for Democratic Reforms (ADR) and Madhya Pradesh Election Watch have analysed the self-sworn affidavits of all 230 winning candidates in the Madhya Pradesh 2023 Assembly Elections.

Criminal Background 

  • Winning candidates with criminal cases: Out of the 230 winning candidates analysed in 2023 90(39%) winning candidates have declared criminal cases against themselves. Out of 230 MLAs analysed during Madhya Pradesh Assembly elections in 2018, 94(41%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 34 (15%) winning candidates have declared serious criminal cases against themselves. Out of 230 MLAs analysed during Madhya Pradesh Assembly elections in 2018, 47(20%) MLAs had declared serious criminal cases against themselves.

  • Winning candidates with cases related to Murder: 1 winner candidate has declared a case related to murder (IPC Section-302).
  • Winning candidates with cases related to Attempt to Murder: 5 winning candidates have declared cases of attempt to murder (IPC Section-307).
  • Winning candidates with cases related to Crimes against Women: 3 winning candidates have declared cases related to crimes against women.
  • Party wise Winning candidates with Criminal Cases: 51 (31%) out of 163 winning candidates from BJP, 38(58%) out of 66 winning candidates from INC and 1(100%) Bharat Adivasi Party winning candidate have declared criminal cases against themselves in their affidavits.
  • Party wise Winning candidates with Serious Criminal Cases: 16 (10%) out of 163 winning candidates from BJP, 17(26%) out of 66 winning candidates from INC and 1(100%) Bharat Adivasi Party winning candidate have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 230 winning candidates analysed, 205 (89%) are crorepatis. Out of 230 MLAs analysed during Madhya Pradesh assembly elections 2018, 187 (81%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 144 (88%) out of 163 from BJP and 61(92%) out of 66 from INC winning candidate have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the Madhya Pradesh Assembly Elections 2023 is Rs 11.77 Crores. The average of assets per MLA in the Madhya Pradesh Assembly Elections 2018 was Rs 10.17 crore.

  • Party wise average assets: The average assets per winning candidate for 163 BJP winning candidates is Rs 12.35 Crores, 66 INC winning candidates is Rs 10.54 Crores and 1 Bharat Adivasi Party winner candidate have average assets worth Rs 18.32 Lakhs.

Other Background Details

  • Education Details of winning candidates:  64 (28%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 161 (70%) winning candidates have declared having an educational qualification of graduate and above. 3 winning candidates are Diploma Holders and 2 winning candidates are just literate.
  • Age details of winning candidates: 71 (31%) winning candidates have declared their age to be between 31 and 50 years while 159 (69%) winning candidates have declared their age to be between 51 and 80 years.
  • Gender details of winning candidates: Out of 230 winning candidates analysed, 27 (12%) winning candidates are women. In 2018, out of 230 MLAs, 21 (9%) MLAs were women.

Comparative Analysis Of Assets Of Re-Elected MLAs

  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Madhya Pradesh assembly elections of 2023 is 101.
  • Average assets of re-elected MLAs in 2018: The average assets of re-elected MLAs in 2018 was Rs 12.53 crore.
  • Average assets of re-elected MLAs in 2023: The average assets of re-elected MLAs in 2023 is Rs 17.14 crores.
  • Average growth in assets of re-elected MLAs from 2018 to 2023: The growth in average assets of re-elected MLAs is Rs 4.60 crores i.e. by 37%.
