Dear Friends,

Association for Democratic Reforms (ADR) and Kerala Election Watch have analyzed the criminal, financial and other background details of 132 out of 140 sitting MLAs. In the current assembly 3 seats are vacant. This analysis is based on the affidavits submitted by the candidates prior to the 2021 Assembly elections and bye elections conducted thereafter. It may be noted that there may be some changes in the number of criminal cases pending as on date, against some MLAs.

Summary and Highlights

Criminal Background   

  • MLAs with criminal cases: Out of 132 sitting MLAs analysed, 92 (70%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 33 (25%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to murder: 2 Sitting MLAs have declared cases related to murder (IPC section 302).
  • MLAs with declared cases related to attempt to murder: 3 Sitting MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 3 Sitting MLAs have declared cases related to crimes against women. Out of 3 Sitting MLAs 1 MLA has declared cases related to rape (IPC Section-376).
  • Party wise sitting MLAs with criminal cases: 43 (74%) out of 58 MLAs from CPI(M), 19 (90%) out of 21 MLAs from INC, 7 (44%) out of 16 MLAs from CPI, 12 (86%) out of 14 MLAs from IUML, 3 (60%) out of 5 MLAs from Kerala Congress (M), 2 (100%) out of 2 MLAs from Kerala Congress, 1 (100%) out of 1 MLA from Kerala Congress (Jacob), 1 (100%) out of 1 MLA from Revolutionary Marxist Party of India, 1 (100%) out of 1 MLA from Congress (Secular) and 3 (60%) out of 5 Independent MLAs have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 15 (26%) out of 58 MLAs from CPI(M), 11 (52%) out of 21 MLAs from INC, 1 (6%) out of 16 MLAs from CPI, 4 (29%) out of 14 MLAs from IUML, 1 (100%) out of 1 MLA from Revolutionary Marxist Party of India and 1 (20%) out of 5 Independent MLAs have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Sitting MLAs: Out of 132 sitting MLAs analysed , 72 (55%) are crorepatis.
  • Total assets of Sitting MLAs: The total assets of 132 sitting MLAs are Rs. 363.78 Crores.
  • Party wise crorepati Sitting MLAs: 23 (40%) out of 58 MLAs from CPI(M), 13 (62%) out of 21 MLAs from INC, 12 (86%) out of 14 MLAs from IUML, 5 (100%) out of 5 MLAs from Kerala Congress (M), 4 (25%) out of 16 MLAs from CPI, 2 (100%) out of 2 MLAs from JD(S), 2 (100%) out of 2 MLAs from NCP, 2 (100%) out of 2 MLAs from Kerala Congress, 4 (80%) out of 5 Independent MLAs and 1 out of 1 (100%) each from Kerala Congress (B), Kerala Congress (Jacob), Loktantrik Janta Dal, Indian National League and National Secular Conference MLAs have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per sitting MLA is Rs.2.75 crore.
  • Party wise average assets: The average assets per MLA for 58 CPI(M) MLAs analysed is Rs.1.50 crores, 21 INC MLAs analysed is Rs.3.83 crores, 16 CPI  MLAs analysed is Rs.82.07 lacs, 14 IUML MLAs analysed is Rs.3.45 crores, 5 Kerala Congress (M) MLAs analysed is Rs.3.48 crores, 2 NCP MLAs analysed is Rs.3.17 crores, 2 Kerala Congress MLAs analysed is Rs.3.07 crores, 2 JD(S) MLAs analysed is Rs.2.79 crores and 5 Independent MLAs has average assets of Rs.6.93 crores.

Other Background Details

  • Education Details of Sitting MLAs:  48(36%) MLAs have declared their educational qualification to be between 5th and 12th standard while 81 (61%) MLAs have declared having an educational qualification of graduate or above. There are 3 MLA who are Diploma holders.
  • Age details of Sitting MLAs: 40 (30%) MLAs have declared their age to be between 25 and 50 years while 92 (70%) MLAs have declared their age to be between 51 and 80 years.
  • Gender details of Sitting MLAs: Out of 132 MLAs analysed, 11 (8%) MLAs are women.
