Dear Friends,

Association for Democratic Reforms (ADR) and Madhya Pradesh Election Watch have analyzed the criminal, financial and other background details of all 230 sitting MLAs.

This analysis is based on the affidavits submitted by the candidates prior to the 2018 Assembly elections and bye elections conducted thereafter.

Summary and Highlights

Criminal Background

  • MLAs with criminal cases: Out of 230 sitting MLAs analysed, 93 (40%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 47 (20%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to murder: 1 Sitting MLA has declared cases related to murder (IPC section 302).
  • MLAs with declared cases related to attempt to murder: 6 Sitting MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 2 Sitting MLAs have declared cases related to crimes against women (IPC Section-354).
  • Party wise sitting MLAs with criminal cases: 39 (30%) out of 129 MLAs from BJP, 52 (54%) out of 97 MLAs from INC, the only MLA (100%) from BSP and 1 (33%) out of 3 Independent MLAs have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 20 (16%) out of 129 MLAs from BJP, 25 (26%) out of 97 MLAs from INC, 1 (100%) out of 1 MLA from BSP and 1 (33%) out of 3 Independent MLAs have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati MLAs: Out of 230 sitting MLAs analysed, 186 (81%) are crorepatis.
  • Party-wise crorepati MLAs: 107 (83%) out of 129 MLAs from BJP, 76 (78%) out of 97 MLAs from INC and 3 (100%) Independent MLAs have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per sitting MLA is Rs.10.76 crore.
  • Party wise average assets: The average assets per MLA for 129 BJP MLAs analysed is Rs.9.89 crores, 97 INC MLAs analysed is Rs.11.98 crores, 1 BSP MLA analysed is Rs.96.95 lakhs and 3 Independent MLAs have average assets of Rs.11.98 crores.

Other Background Details

  • Education Details of MLAs:  62(33%) MLAs have declared their educational qualification to be between 5th and 12th standard while 158 (64%) MLAs have declared having an educational qualification of graduate or above. 4 MLAs are Diploma holders. 5 MLAs have declared themselves to be just literates and 1 MLA has declared himself Illiterate.
  • Age details of MLAs:  96 (42%) MLAs have declared their age to be between 25 and 50 years while 134 (58%) MLAs have declared their age to be between 51 and 80 years.
  • Gender details of MLAs: Out of 230 MLAs analysed, 20 (9%) MLAs are women.
