Dear Friends, 

Association for Democratic Reforms (ADR) & National Election Watch (NEW) have analysed the self-sworn affidavits of all 31 current Chief Ministers in State Assemblies and Union Territories across the nation. This data has been extracted from affidavits filed by the Chief Ministers prior to contesting their last elections.

Criminal Background

  • Chief Ministers with Criminal Cases: Out of the all 31 Chief Ministers analysed from State Assemblies and Union Territories 13 (42%) Chief Ministers have declared criminal cases against themselves.

  • Chief Ministers with Serious Criminal Cases: 10(32%) Chief Ministers have declared serious criminal cases including cases related to attempt to murder, kidnapping, bribery, criminal intimidation etc.

Financial Background

  • Average Assets of Chief Ministers: The average of assets per Chief Minister from state assemblies and union territories is Rs.52.59 Crores. 
  • Average Self Income of Chief Ministers: According to the Press Information Bureau (PIB), India’s per capita net national income or NNI is approximately Rs 1,85,854 for the financial year 2023-2024. Compared to this, the average self-income of a Chief Minister is Rs.13,64,310, which is 7.3 times more than the average per capita income of India.
  • Billionaire Chief Ministers: Out of the 31 Chief Ministers of State Assemblies and Union Territories analysed, 2 (6%) are Billionaires.
  • Total Assets of Chief Ministers: The total assets of 31 Chief Ministers are Rs. 1,630 Crores.
  • High assets Chief Ministers: The top 3 Chief Ministers with highest assets are given below:
