Dear Friends,

Association for Democratic Reforms and Uttarakhand Election Watch have analysed the vote share for the all 70 constituencies in the Uttarakhand Assembly Elections, 2022. The voter’s turnout for the Uttarakhand Assembly election 2022 was 66% whereas voter’s turnout in Uttarakhand assembly elections 2017 was 65%.

Vote Share of Winner

  • The winners of the Uttarakhand State Assembly elections, 2022 won by an average of 48% of total votes polled. In the 2017 elections winners won by an average of 47 % of total votes polled.

  • 32(46%) winners won with 50% and above of the total votes polled in their constituency.
  • 38(54%) winners won with less than 50% of the total votes polled in their constituency.

  • 7(37%) out of 19 winners with declared criminal cases have won with a vote share of 50% and above.  
  • 25(43%) out of 58 crorepati winners have won with a vote share of 50% and above.

Representativeness of Winners
  • All the winners of the Uttarakhand State Assembly Elections, 2022 as well as in 2017, won with an average of 31% of the total registered voters. This implies that the winners represent on an average, 31% of the total electorate.
  • Among the major Parties, out of 47 winners of BJP, 36(77%) have won less than 35% of votes of the total registered voters in the constituency. 12(63%) out of 19 winners from INC; 2(100%) out of 2 winners from BSP; 2(100%) out of 2 Independent winners have won less than 35 % of votes of the total registered voters in the constituency.

Margin of Victory
  • 5 winners have won with the margin of victory of less than 1000 votes.
  • 4 winners have won with more than 25% margin of victory.

Winners with Declared Criminal Cases and their Margin of Victory:
  • 10 out of 19 winners with declared criminal cases have won against a runner up with a clean background.
  • Among these 10 winners, 4 winners have won with more than 10% margin of victory.
  • Among these, Daleep Singh Rawat (BJP) from Lansdowne constituency won with 24% margin of victory.

 Crorepati Winners and their Margin of Victory:

  • 11 out of 58 crorepati winners have won against a non-crorepati runners up.
  • Among these 11 winners, 6 winners have won with more than 10% margin of victory.
  • Among these, Chandan Ram Dass (BJP) from Bageshwar constituency won with 16% margin of victory.

Performance of Women Winners:
  •  Among the 70 winners, 8 are women.
  • All of them won with 35% and above of vote share in their constituencies.
  • Among the women winners, Savita Kapoor (BJP) from Dehradun Cantt. Constituency has won with the highest vote share, i.e. 59.2% in her constituency. She has won with 33.7% representativeness and 27.2% margin of victory. 

Performance of Re-elected Winners
  • Out of total 35 re-elected winners, none have won with less than 35% of vote share in their respective constituencies. 11(31%) have won with more than 50% of vote share.
  • 18(51%) re-elected winners have won with less than 10% margin of victory whereas 4 have won with more than 20% margin of victory.

NOTA
  • The NOTA button instated by the ECI in 2013 gave the voters an option of rejecting all the candidates in their constituency. Out of 53,77,029 votes polled in Uttarakhand Assembly, 2022, 46,840 (0.87%) were polled for NOTA.
