Dear Friends,

Association for Democratic Reforms (ADR) and Jharkhand Election Watch have analyzed the criminal, financial and other background details of 74 out of 81 sitting MLAs. One MLA namely Kumar Jaimangal (Anup Singh) (INC Party) contesting from Bermo: Bye Election On 03-11-2020 Constituency has not been analysed as his affidavit was badly scanned. In the current assembly 6 seats are vacant.

This analysis is based on the affidavits submitted by the candidates prior to the 2019 Assembly elections and bye elections conducted thereafter.

Summary and Highlights

Criminal Background

  • MLAs with criminal cases: Out of 74 sitting MLAs analysed, 36 (49%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 26 (35%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to murder: 2 Sitting MLAs have declared cases related to murder (IPC section 302).
  • MLAs with declared cases related to attempt to murder: 6 Sitting MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 2 Sitting MLAs have declared cases related to crimes against women. Out of 2 Sitting MLAs 1 Sitting MLA has declared charge related to rape (IPC Section-376).
  • Party wise sitting MLAs with criminal cases: 13 (50%) out of 26 MLAs from BJP, 12 (48%) out of 25 MLAs from JMM, 8 (50%) out of 16 MLAs from INC and 1 (33%) out of 3 MLAs from AJSU Party have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 9 (35%) out of 26 MLAs from BJP, 7 (28%) out of 25 MLAs from JMM and 8 (50%) out of 16 MLAs from INC have declared serious criminal cases against themselves in their affidavits.

Financial Background
  • Crorepati MLAs: Out of 74 sitting MLAs analysed , 50 (68%) are crorepatis.

  • Party wise crorepati MLAs: 19 (73%) out of 26 MLAs from BJP, 17 (68%) out of 25 MLAs from JMM,  9 (56%) out of 16 MLAs from INC and 3 (100%) AJSU Party MLAs have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per sitting MLA is Rs.3.76 crore.

  • Party wise average assets: The average assets per MLA for 26 BJP MLAs analysed is Rs.3.74 crores, 25 JMM MLAs analysed is Rs.3.81 crores, 16 INC MLAs analysed is Rs.3.51 crores, 3 AJSU Party MLAs analysed is Rs.7.63 crores, 1 JD(U) MLA analysed is Rs.4.35 crores, 1 RJD MLA analysed is Rs.77.58 lakhs, 1 CPI(ML)(L) MLA analysed is Rs.26.71 lakhs and 1 Independent MLA has average assets of Rs.1.53 crores.

Other Background Details
  • Education Details of MLAs:  23(31%) MLAs have declared their educational qualification to be between 8th and 12th standard while 47 (64%) MLAs have declared having an educational qualification of graduate or above. 2 MLAs are Diploma holders. 2  MLAs have declared themselves to be just literate.
  • Age details of MLAs:  48 (65%) MLAs have declared their age to be between 25 and 50 years while 26 (35%) MLAs have declared their age to be between 51 and 80 years.
  • Gender details of MLAs: Out of 74 MLAs analysed, 12 (16%) MLAs are women.
