Dear Friends,

The Association for Democratic Reforms (ADR) and Delhi Election Watch have analysed the self-sworn affidavits of 1336 candidates out of 1349, who are contesting in the Municipal Corporation of Delhi (MCD) Elections to be held on 4th December, 2022.

Summary and Highlights

Criminal Background

  • Candidates with Criminal Cases: Out of 1336 candidates analyzed, 139 (10%) candidates have declared criminal cases against themselves. In 2017 MCD Elections, out of 2315 candidates analysed, 173(7%) had declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: 76(6%) have declared serious criminal cases against themselves. In 2017 MCD Elections, 116 (5%) candidates had declared serious criminal cases against themselves.

  • Party wise Candidates with Criminal Cases: Among the major parties, 45(18%) out of 248 candidates analysed from AAP, 27(11%) out of 249 candidates analysed from BJP and 25 (10%) out of 245 candidates analysed from INC have declared criminal cases against themselves in their affidavits.

  • Party wise Candidates with Serious Criminal Cases: Among the major parties, 19(8%) out of 248 candidates analysed from AAP, 14(6%) out of 249 candidates analysed from BJP and 12 (5%) out of 245 candidates analysed from INC have declared serious criminal cases against themselves in their affidavits.
  • Candidates with declared cases related to murder: 1 candidate has declared cases related to murder (IPC Section-302) against himself.
  • Candidates with declared cases related to attempt to murder: 6 candidates have declared cases related to Attempt to murder (IPC Section-307) against themselves.

  • Crorepati Candidates: Out of the 1336 candidates, 556(42%) are crorepatis. In 2017 MCD Elections, out of 2315 candidates, 697 (30%) were crorepatis.

  • Party wise Crorepati Candidates: The role of money power in our elections is evident from the fact that all major political parties give tickets to wealthy candidates. Among the major parties 162(65%) out of 249 candidates analysed from BJP, 148(60%) out of 248 candidates analysed from AAP and 107(44%) out of 245 candidates analysed from INC have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per candidate contesting in the MCD Elections 2022 is Rs 2.27 Crores. In 2017 MCD Elections, average assets per candidate for 2315 candidates was Rs.1.61 crores.  
  • Party wise average assets: Among major parties, the average assets per candidate for 249 BJP candidates analysed is Rs. 4.04 Crores, 248 AAP candidates analysed is Rs 3.74 Crores and 245 INC candidates have average assets worth Rs 1.98 Crore.
  • High asset candidates: The details of top 3 candidates with highest declared assets, contesting in the MCD Elections are given below:

  • Undeclared PAN:  A total of 20(1%) candidates have not declared their PAN details.

Other Background Details

  • Education details of candidates: 752(56%) candidates have declared their educational qualifications to be between 5th and 12th standard while 487 (36%) candidates have declared having an educational qualification of graduate or above. 12 candidates are Diploma holders. 22 candidates have declared themselves to be just literate and 60 candidates are Illiterates. 3 candidates have not given their educational qualification.
  • Age details of candidates: 510(38%) candidates have declared their age to be between 21 to 40 years while 741 (55%) candidates have declared their age to be between 41 to 60 years. There are 73(5%) candidates who have declared their age to be between 61 to 80 years and 12 candidates have not declared their age.
  • Gender details of candidates: 693(52%) female candidates are contesting in the MCD election 2022. In 2017 MCD Elections, 1127(49%) out of 2315 candidates analysed were women.
