Dear Friends,

Assam Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 126 winning candidates in the Assam 2021 Assembly Elections.

  • Winning candidates with criminal cases: Out of the 126 winning candidates analysed in 2021, 34(27%) winning candidates have declared criminal cases against themselves. Out of 126 MLAs analysed during Assam Assembly elections in 2016, 14(11%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 28 (22%) winning candidates have declared serious criminal cases including cases related to murder, attempt to murder, crimes against women etc.

  • Winning candidates with cases related to Murder: 1 winner candidate has declared cases related to murder (IPC Section-302) against himself.
  • Winning candidates with cases related to Attempt to Murder: 5 winning candidates have declared cases of attempt to murder (IPC Section-307).
  • Winning candidates with cases related to Crimes against Women: 2 winning candidates have declared cases related to crimes against women.
  • Party wise Winning candidates with Criminal Cases: Among the major parties, 9 (15%) out of 60 winning candidates from BJP, 12(41%) out of 29 winning candidates from INC, 10(63%) out of 16 winning candidates from AIUDF, 1(11%) out of 9 winning candidates from AGP, 1(17%) out of 6 winning candidates from United Peoples Party, Liberal and 1(100%) Independent winner candidate have declared criminal cases against themselves in their affidavit.
  • Party wise Winning candidates with Serious Criminal Cases: Among the major parties, 7 (12%) out of 60 winning candidates from BJP, 10(34%) out of 29 winning candidates from INC, 8(50%) out of 16 winning candidates from AIUDF, 1(11%) out of 9 winning candidates from AGP, 1(17%) out of 6 winning candidates from United Peoples Party, Liberal and 1(100%) Independent winner candidate have declared serious criminal cases against themselves in their affidavits.

FINANCIAL BACKGROUND

  •  Crorepati Winning candidates: Out of the 126 winning candidates analysed, 85 (67%) are crorepatis. Out of 126 MLAs analysed during Assam assembly elections 2016, 72 (57%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: Among the major parties, 43 (72%) out of 60 from BJP, 21 (72%) out of 29 from INC, 3 (75%) out of 4 from Bodoland Peoples Front, 8 (89%) out of 9 from AGP and 8 (50%) out of 16 from AIUDF winning candidates have declared assets worth more than Rs. 1 crore.

  • Average assetsThe average of assets per winning candidates in the Assam Assembly Elections 2021 is Rs 4.59 Crore. The average of assets per MLA in the Assam Assembly Elections 2016 was Rs 2.45 crores.

  • Party wise average assets: Among major parties, the average assets per winning candidates for 60 BJP winning candidates is Rs 3.83 Crores, 29 INC winning candidates is Rs 4.87 crores, 16 AIUDF winning candidates is Rs 10.91 crores, and 9 AGP winning candidates have average assets worth Rs 2.20 Crores.

OTHER BACKGROUND DETAILS

  •  Education Details of winning candidates:  34 (27%) winning candidates have declared their educational qualification to be between 8th pass and 12th pass, while 91 (72%) winning candidates have declared having an educational qualification of graduate and above. 1 winner candidate is Diploma holder.   
  • Age details of winning candidates: 54 (43%) winning candidates have declared their age to be between 25 and 50 years while 72 (57%) winning candidates have declared their age to be between 51 and 70 years.
  • Gender details of winning candidates:Out of 126 winning candidates analysed, 6 (5%) winning candidates are women. In 2016, out of 126 MLAs, 8 (6%) MLAs were women.

 

COMPARATIVE ANALYSIS OF ASSETS OF RE-ELECTED MLAs

 

  •  Number of re-elected MLAs: Number of re-elected MLAs analysed in the Assam assembly elections of 2021 is 67.
  • Average assets of re-elected MLAs in 2016: The average assets of re-elected MLAs in 2016 was Rs 2.04 crores.
  • Average assets of re-elected MLAs in 2021: The average assets of re-elected MLAs in 2021 is Rs 4.03 crores.
  • Average growth in assets of re-elected MLAs from 2016 to 2021: The growth in average assets of re-elected MLAs is Rs 1.98 crore i.e. by 97%.
