Dear Friends,
Association for Democratic Reforms (ADR) and Sikkim Election Watch have analysed the self-sworn affidavits of all 12 Ministers including Chief Minister from Sikkim State Assembly Elections 2024.

The information is based on the affidavits submitted by the ministers prior to 2024 Sikkim Assembly Elections. 


Summary and Highlights

 Criminal Background   

  • Ministers with Criminal Cases: Out of the 12 ministers analysed, 1 (8%) minister has declared criminal cases against himself.

Financial Background

  • Crorepati Ministers: Out of the 12 ministers analysed, all 12 (100%) are crorepatis.
  • Average Assets: The average assets of 12 ministers analysed is Rs 21.72 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is Nar Bahadur Dahal from Khamdong-Singtam constituency with assets worth Rs. 74.10 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Bhim Hang Limboo from Yangthang constituency with assets worth Rs. 1.58 crore.
  • Liabilities: 6 ministers have declared liabilities out of which the minister with the highest liabilities is Nar Bahadur Dahal of Khamdong-Singtam constituency with Rs. 19.01 crores of liabilities.

Other Background Details

  • Ministers’ Education:  5 (42%) Ministers have declared their educational qualification 8th and 12th standard while 7 (58%) Ministers have declared having an educational qualification of graduate and above.
  • Ministers’ Age: 3 (25%) ministers have declared their age to be between 31 and 50 years while 9 (75%) ministers have declared their age to be between 51 and 70 years.
  • Women Ministers: Among the 12 ministers analyzed, there is no woman.
