Dear Friends, 

Association for Democratic Reforms (ADR) and National Election Watch (NEW) have analysed the self-sworn affidavits of current Ministers from State Assemblies, Union Territories and the Union Council of Ministers. 643 out of 652 Ministers have been analysed across 27 State Assemblies, 3 Union Territories and the Union Council.

 

This data has been extracted from the affidavits (Form 26) submitted with the ECI and filed by the candidates i.e. ministers in the present report at the time 

elections held in the years 2020 to 2025. The current status of the criminal cases taken from these affidavits and given the present report is not known and may 

vary from case‐to case basis.



Criminal Background
  • Ministers with Criminal Cases: Out of the 643 ministers analysed, 302 (47%) ministers have declared criminal cases against themselves.
  • Ministers with Serious Criminal Cases: 174 (27%) ministers have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping, crimes against women etc.


Ministers with self-declared criminal cases - Party wise

  • Party wise Ministers with Criminal Cases: 136(40%) out of 336 ministers from BJP, 45(74%) out of 61 ministers from INC, 13 (33%) out of 40 ministers from AITC, 27(87%) out of 31 ministers from DMK, 22(96%) out of 23 ministers from TDP, 11(69%) out of 16 ministers from AAP,4(29%) out of 14 ministers from JD(U) and 7 (54%) out of 13 ministers from Shiv Sena have declared criminal cases against themselves in their affidavits.
  • Party wise Ministers with Serious Criminal Cases: 88(26%) out of 336 ministers from BJP, 18(30%) out of 61 ministers from INC, 8 (20%) out of 40 ministers from AITC, 14(45%) out of 31 ministers from DMK, 13(57%) out of 23 ministers from TDP, 5(31%) out of 16 ministers from AAP,1(7%) out of 14 ministers from JD(U) and 3 (23%) out of 13 ministers from Shiv Sena have declared serious criminal cases against themselves in their affidavits.

  • 29 (40%) Out of 72 ministers analysed from Union Council have declared criminal cases against themselves.
  • Out of 30 state/UT Assemblies, in 11 of them more than 60% of the ministers have criminal cases registered against them. These 11 include Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry.
  • In the 4 State/UT assemblies of Haryana, Jammu & Kashmir, Nagaland and Uttarakhand none of the ministers have declared criminal cases against themselves.
Financial Background

  • Average Assets of Ministers: The average of assets per minister from State/UT Assemblies and Union Council is Rs 37.21 Crores.
  • Billionaire Ministers: Out of the 643 ministers analysed from State/UT Assemblies and Union Council 36 (6%) are Billionaires.
  • Total Assets of Ministers: The total assets of 643 Ministers are Rs. 23,929 Crores.

Billionaire Ministers - Union Council and State/UT Assemblies Wise 
  • Billionaire Ministers in UT/State Assemblies): Out of the 30 State Assemblies, 11 Assemblies have billionaire ministers. Karnataka leads with the highest number of billionaire ministers with 8, followed by Andhra Pradesh with 6 and Maharashtra with 4 billionaire ministers. Arunachal Pradesh, Delhi, Haryana and Telangana have 2 each, while Gujarat, Himachal Pradesh, Madhya Pradesh and Punjab have 1 each.
  • Union Council: Out of 72 ministers, 6 (8%) are billionaires.

  • BJP has the highest number with 14 (4%) billionaire ministers, INC ranks second with 61 ministers, 11 (18%) billionaires, followed by TDP with 23 ministers, 6 (26%) billionaires.

Analysis based on Gender

  • Gender details of Ministers: Out of 643 ministers, 63 (10%) ministers are women.
  • Highest number of women ministers in Assemblies are from West Bengal 8(20%) followed by Madhya Pradesh with 5(16%), Uttar Pradesh with 5(9%) and Maharashtra 4 (10%).
  • Union Council: Out of 72 ministers, 7 (10%) are women.
  • It is to be noted that there are no women ministers in Goa,Himachal Pradesh, Puducherry and Sikkim Assemblies.

Analysis based on education

  • Education details of Ministers: 164 (26%) ministers have declared their educational qualification to be between 5th pass and 12th pass, while 454 (71%) ministers have declared having an educational qualification of graduate and above. There are 24 ministers who are Diploma holders and 1 minister has declared himself  Illiterate.

Analysis based on age groups

  • Age details of Ministers: 37(6%) ministers have declared their age to be between 25 to 40 years while 393 (61%) ministers have declared their age to be between 41 to 60 years.  There are 211 (33%) ministers who have declared their age to be between 61 to 80 years and 2 ministers have declared age above 80 years.
