Dear Friends,

Association for Democratic Reforms (ADR) and Kerala Election Watch have analysed the self-sworn affidavits of 20 out of 21 Ministers including Chief Minister, sworn in on 18th May 2026 for the Kerala State Assembly. 1 Communist Marxist Party Kerala State Committee Minister namely C P John from Thiruvananthapuram constituency was not analysed due to an unclear affidavit uploaded on the ECI website at the time of making of this report.

 

The information is based on the affidavits submitted by the candidates prior to Kerala 2026 Assembly Elections.

Summary and Highlights

Criminal Background  

  • Ministers with Criminal Cases: 18(90%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 14(70%) ministers have declared serious criminal cases against themselves.


Financial Background


  • Crorepati Ministers: Out of the 20 ministers analysed, 15 (75%) ministers are crorepatis. 
  • Average Assets: The average assets of 20 ministers analysed is Rs 6.32 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is Shibu Baby John from Chavara constituency with assets worth Rs. 24.63 Crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Adv. O J Janeesh from Kodungallur constituency with assets worth Rs. 57.08 Lakhs.
  • Liabilities: A total of 16 (80%) ministers have declared liabilities out of which the minister with the highest liabilities is Shibu Baby John of Chavara constituency with Rs. 3.62 Crores of liabilities.


Other Background details (Education, Gender, Age)

  • Ministers’ Education: 3 (15%) ministers have declared their educational qualification to be between 10th and 12th standard while 17 (85%) ministers have declared having an educational qualification of graduate or above.
  • Ministers’ Age: A total of 6(30%) ministers have declared their age to be between 31-50 years while 14(70%) ministers have declared their age to be between 51- 80 years.
  • Women Ministers: Out of the all 21 Ministers, 2 (10%) Ministers are women.
