Uttar Pradesh MLC Elections 2022: Analysis of Criminal Background, Financial, Education, Gender and other Details of Newly elected MLCs

Dear Friends,

Uttar Pradesh Election Watch and Association for Democratic Reforms have analysed the self-sworn affidavits of 35 out of 36 newly elected MLCs in the Uttar Pradesh 2022 Legislative Council Elections. A Jansatta Dal (Loktantrik) MLC namely Akshay Pratap Singh has not been analysed due to the unavailability of his complete and properly scanned affidavit on the CEO website while making the report.

Summary and Highlights

Criminal Background

  • MLCs with criminal cases: Out of the 35 MLCs analysed, 14(40%) MLCs have declared criminal cases against themselves.
  • MLCs with serious criminal cases: 9 (26%) MLCs have declared serious criminal cases including cases related to murder, attempt to murder, bribery etc.
  • MLCs with cases related to Murder: 3 MLCs have declared cases related to murder (IPC Section-302) against themselves.
  • MLCs with cases related to Attempt to Murder: 4 MLCs have declared cases of attempt to murder (IPC Section-307).
  • Party wise MLCs with Criminal Cases: 13 (39%) out of 33 MLCs from BJP and 1(50%) out of 2 Independent MLCs have declared criminal cases against themselves in their affidavits.
  • Party wise MLCs with Serious Criminal Cases: 9 (27%) out of 33 MLCs from BJP have declared serious criminal cases against themselves in their affidavits.


Financial Background

  • Crorepati MLCs: Out of the 35 newly elected MLCs,  33 (94%) are crorepatis.
  • Partywise crorepati MLCs: 31 (94%) MLCs from BJP and 2 (100%) Independent MLCs have declared assets worth more than Rs. 1 crore.
  • Average assets:The average of assets per MLC in the Uttar Pradesh Legislative Council elections is Rs. 17.39 crores.
  • Party wise average assets: The average assets per MLC for 33 BJP MLCs analysed is Rs 16.94 crores and 2 Independent MLCs have average assets of Rs 24.75 crores.


Other Background details (Education, Age, Gender)
  • Education Details of MLCs:  7 (20%) MLCs have declared their education qualification to be between 8th pass and 12th pass while 28 (80%) MLCs have declared having an educational qualification of graduate or above. 
  • Age details of MLCs: 14 (40%) MLCs  have declared their age to be between 31 and 50 years while 21 (60%) MLCs  have declared their age to be between 51 and 80 years. 
  • Gender details of MLCs: Out of 35 MLCs, 4 (11%) MLCs are women.
