Dear Friends,

Association for Democratic Reforms (ADR) and Gujarat Election Watch have analyzed the criminal, financial and other background details of 452 out of 484 candidates who are contesting in the Surat Municipal Corporation Elections 2021. Rest of the affidavits are not analysed due to unavailability of the same at the time of making this report.

Summary and Highlights

CRIMINAL BACKGROUND

Candidates with criminal cases: Out of 452 candidates analysed, 43(10%) candidates have declared criminal cases against themselves.

Candidates with serious criminal cases: 23(5%) candidates have declared serious criminal cases.

Candidates with declared cases related to attempt to murder: 2 Candidates have declared cases related to attempt to murder (IPC section 307).

Party wise Candidates with criminal cases: 7(6%) out of 113 candidates from BJP, 18(17%) out of 106 candidates from INC, 8(8%) out of 103 candidates from AAP, 2(8%) out of 26 candidates from NCP, 2(25%) out of 8 candidates from RJCP, 1(4%) out of 26 candidates from BSP and 5(8%) out of 60 Independent candidates have declared criminal cases against themselves in their affidavits.

Party wise Candidates with serious criminal cases: 6(5%) out of 113 candidates from BJP, 7(7%) out of 106 candidates from INC, 5(5%) out of 103 candidates from AAP, 2(8%) out of 26 candidates from NCP, 2(25%) out of 8 candidates from RJCP and 1(2%) out of 60 Independent candidates have declared serious criminal cases against themselves in their affidavits.

FINANCIAL BACKGROUND

Crorepati Candidates: Out of 452 candidates analysed, 81(18%) are crorepatis.

Party wise crorepati Candidates: 50(44%)out of 113 candidates from BJP, 13(12%) out of 106 candidates from INC, 12(12%) out of 103 candidates from AAP, 2(8%) out of 26 candidates from NCP and 4(7%) out of 60 Independent candidates have declared assets valued more than Rs 1 crore.

Average assets: The average of assets per candidate is Rs.1.13 crore.

Party wise average assets: The average assets per candidates for 113 BJP candidates analysed is Rs.3.08 crores, 106 INC candidates analysed is Rs.74.12 lakhs, 103 AAP candidates analysed is Rs.47.11 lakhs, 26 NCP candidates analysed is Rs.55.09 lakhs and 26 BSP candidates have average assets of Rs.8.20 lakhs.

OTHER BACKGROUND DETAILS

Education Details of Candidates: 302 (67%) candidates have declared their educational qualification to be between 5^th pass and 12^th pass while 103 (23%) candidates have declared having an educational qualification of graduate or above. 5(1%) candidates have declared their educational qualification as Illiterate, 19 (4%) candidates have declared their educational qualification just Literate, 15 (3%) candidates have not given their educational qualification in their affidavits and 8(2%) candidates are Diploma holders.

Age details of Candidates: 12(3%) candidates have declared their age to be between 21 and 24 years. 359(79%) candidates have declared their age to be between 25 and 50 years while 81 (18%) candidates have declared their age to be between 51 and 70 years.
