Dear Friends,

Association for Democratic Reforms (ADR) and Bihar Election Watch have analysed the self-sworn affidavits of all 243 winning candidates in the Bihar 2025 Assembly Elections.

Criminal Background   


  • Winning Candidates with Criminal Cases: Out of the 243 winning candidates analysed in 2025 130(53%) winning candidates have declared criminal cases against themselves. Out of 241 MLAs analysed during Bihar Assembly elections in 2020, 163(68%) MLAs had declared criminal cases against themselves.
  • Winning Candidates with Serious Criminal Cases: 102(42%) winning candidates have declared serious criminal cases against themselves. Out of 241 MLAs analysed during Bihar Assembly elections in 2020, 123 (51%) MLAs had declared serious criminal cases against themselves.

  • Winning Candidates with Declared Cases Related to Murder: 6 winning candidates have declared cases related to murder (IPC Section-302) against themselves.
  • Winning Candidates with Declared Cases Related to Attempt to Murder: 19 winning candidates have declared cases related to Attempt to murder (IPC Section-307) against themselves.
  • Winning Candidates with Declared Cases Related to Crime Against Women: 9 winning candidates have declared cases related to crime against women.

  • Party Wise Winning Candidates with Criminal Cases: 54(61%) out of 89 winning candidates from BJP, 31(36%) out of 85 winning candidates from JD(U), 18 (72%) out of 25 winning candidates from RJD, 11(58%) out of 19 winning candidates from Lok Janshakti Party (Ram Vilas), 4(67%) out of 6 winning candidates from INC, 5(100%) out of 5 winning candidates from AIMIM, 1(20%) out of 5 winning candidates from HAM(S), 1(25%) out of 4 winning candidates from Rashtriya Lok Morcha, 2(100%) out of 2 winning candidates from CPI(ML)(L), 1(100%) out of 1 winning candidate from CPI(M), 1(100%) out of 1 winning candidate from Indian Inclusive Party and 1 (100%) out of 1 winning candidate from BSP have declared criminal cases against themselves in their affidavits.
  • Party Wise Winning Candidates with Serious Criminal Cases: 43(48%) out of 89 winning candidates from BJP, 23(27%) out of 85 winning candidates from JD(U), 14 (56%) out of 25 winning candidates from RJD, 10(53%) out of 19 winning candidates from Lok Janshakti Party (Ram Vilas), 3(50%) out of 6 winning candidates from INC, 4(80%) out of 5 winning candidates from AIMIM, 1(25%) out of 4 winning candidates from Rashtriya Lok Morcha, 1(50%) out of 2 winning candidates from CPI(ML)(L), 1(100%) out of 1 winning candidate from CPI(M), 1(100%) out of 1 winning candidate from Indian Inclusive Party and 1 (100%) out of 1 winning candidate from BSP have declared serious criminal cases against themselves in their affidavits.

Financial Background


  • Crorepati Winning Candidates: Out of the 243 winning candidates analysed, 218 (90%) are crorepatis. Out of 241 MLAs analysed during Bihar assembly elections 2020, 194(81%) MLAs were crorepati.

  • Party-wise crorepati winning candidates: 78(92%) out of 85 winning candidates from JD(U), 77(87%) out of 89 winning candidates from BJP, 24 (96%) out of 25 winning candidates from RJD, 16(84%) out of 19 winning candidates from Lok Janshakti Party (Ram Vilas), 6(100%) out of 6 Winning candidates from INC, 5(100%) out of 5 Winning candidates from AIMIM, 4(80%) out of 5 Winning candidates from HAM(S), 4(100%) out of 4 Winning candidates from Rashtriya Lok Morcha, 1(100%) out of 1 Winning candidate from CPI(M), 1(100%) out of 1 Winning candidate from Indian Inclusive Party, 1(100%) out of 1 Winning candidate from BSP  and 1(50%) out of 2 winning candidates from CPI(ML)(L) have declared assets worth more than Rs. 1 crore.

  • Average Assets: The average of assets per winning candidates in the Bihar Assembly Elections 2025 is Rs 9.02 Crores. The average of assets per MLA in the Bihar Assembly Elections 2020 was Rs 4.32 crore.

  • Party Wise Average Assets: The average assets per winning candidate for 89 BJP winning candidates is Rs 8.68 Crores, 85 JD(U) winning candidates have average assets of Rs 9.53 Crores, 25 RJD Winning candidates have average assets worth Rs 5.80 Crores, 19 Lok Janshakti Party (Ram Vilas) winning candidates have average assets worth Rs 13.66 Crore, 6 INC winning candidates have average assets worth Rs 4.82 Crore, 5 HAM(S) winning candidates have average assets worth Rs 6.16 Crore, 5 AIMIM winning candidates have average assets worth Rs 2.17 Crore, 4 Rashtriya Lok Morcha winning candidates have average assets worth Rs 22.93 Crore and 2 CPI(ML)(L) Winning candidates have average assets of Rs. 1.46 crore.

Other Background Details

  • Education Details of Winning Candidates: 84(35%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass while 147 (60%) winning candidates have declared having an educational qualification of graduate and above. 5 winning candidates are Diploma holders and 7 winning candidates have declared their education just literate.
  • Age Details of Winning Candidates: 38(16%) winning candidates have declared their age to be between 25 and 40 years while 143 (59%) winning candidates have declared their age to be between 41 and 60 years. There are 62 (26%) winning candidates who have declared their age to be between 61 to 80 years.
  • Gender Details of Winning Candidates: Out of 243 winning candidates analysed, 29 (12%) winning candidates are women. In 2020, out of 241 MLAs analysed, 26 (11%) MLAs were women.

Comparative Analysis of Assets of Re-Elected MLAs

  • Number of Re-Elected MLAs: Number of re-elected MLAs analysed in the Bihar assembly elections of 2025 is 111.
  • Average Assets of Re-Elected MLAs in 2020: The average assets of re-elected MLAs in 2020 was Rs 4.88 crore.
  • Average Assets of Re-Elected MLAs in 2025: The average assets of re-elected MLAs in 2025 is Rs 7.46 crores.
  • Average Growth in Assets of Re-Elected MLAs from 2020 to 2025: The growth in average assets of re-elected MLAs is Rs 2.58 crores i.e. by 53%.
