Dear Friends,

Association for Democratic Reforms and Goa Election Watch have analysed the vote share for the all 40 constituencies in the Goa Assembly Elections, 2022. The voter’s turnout for the Goa Assembly election 2022 was 82% whereas voter’s turnout in Goa assembly elections 2017 was 83%.

Vote Share of Winner

  • The winners of the Goa State Assembly elections, 2022 won by an average of 41 % of total votes polled. In the 2017 elections winners won by an average of 47 % of total votes polled.

  • 8(20%) winners won with 50% and above of the total votes polled in their constituency.
  • 32(80%) winners won with less than 50% of the total votes polled in their constituency.

  • 4(25%) out of 16 winners with declared criminal cases have won with a vote share of 50% and above.  
  • 8(21%) out of 39 crorepati winners have won with a vote share of 50% and above.

Representativeness of Winners
  • All the winners of the Goa State Assembly Elections, 2022 won with an average of 34% of the total registered voters. This implies that the winners represent on an average, 34% of the total electorate. In the Goa State Assembly Elections, 2017 also won by an average of 39% of the total registered votes.
  • Among the major Parties, out of 20 winners of BJP, 10(50%) have won less than 35% of votes of the total registered voters in the constituency. 6(55%) out of 11 winners from INC; 1(50%) out of 2 winners from Maharashtrawadi Gomantak; 1(100%) winner from Revolutionary Goans Party; 2(100%) winners from AAP; 3(100%) Independent winners have won with less than 35 % of votes of the total registered voters in the constituency.

Margin of Victory
  • 10 winners have won with a margin of victory of less than 1000 votes.
  • 4 winners have won with more than 30% margin of victory. 

Winners with Declared Criminal Cases and their Margin of Victory:
  • 12 out of 16 winners with declared criminal cases have won against a runner up with a clean background.
  • Among these 12 winners, 5 winners have won with more than 10% margin of victory.  
  • Digambar Kamat (INC) from Margao Constituency won with 34% margin of victory.  

 Crorepati Winners and their Margin of Victory:
  • 1 out of 39 crorepati winners have won against a non-crorepati runners up.
  • Among these, Vishwajit Pratapsingh Rane (BJP) from Valpoi constituency won with 30% margin of victory

Performance of Women Winners:
  •  Among the 40 winners, 3 are women.
  • Among these 3 women winners, 1 woman winner has won with more than 45% margin of victory.
  • Among the women winners, Deviya Vishwajit Rane (BJP) from Poriem Constituency has won with the highest vote share, i.e. 61% in her constituency. She has won with 54% representativeness and 48% margin of victory.

Performance of Re-elected Winners
  • Out of total 17 re-elected winners, none have won with less than 29% of vote share in their respective constituencies. 4(24%) have won with more than 50% of vote share.
  • 11(65%) re-elected winners have won with less than 10% margin of victory whereas 3 have won with more than 30% margin of victory.

NOTA
  • The NOTA button instated by the ECI in 2013 gave the voters an option of rejecting all the candidates in their constituency. Out of 9, 50,445 votes polled in GoaAssembly, 2022, 10,629 (1.12%) were polled for NOTA.
