Dear Friends, 

Association for Democratic Reforms (ADR) has analysed Format C7 of 3437 candidates, who contested in the West Bengal, Tamil Nadu, Kerala, Assam, and Puducherry Assembly Elections, 2021, and Bihar Assembly Election, 2020.

Analysis of Format C7 – West Bengal Assembly Elections, 2021


In the West Bengal 2021 Assembly Elections, out of 61 political parties which contested the election, the following 10 political parties have been analysed for this report. These include All India Forward Bloc, All India Trinamool Congress, All India Majlis-E-Ittehadul Muslimeen, Bharatiya Janata Party, Bahujan Samaj Party, Communist Party of India (Marxist), Indian National Congress, Socialist Unity Centre of India (Communist),  Janata Dal (United), Lok Janshakti Party.

Criminal Background

  • Candidates with Criminal Cases: Out of 1220 contesting candidates analysed, 433 (35%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 1220 contesting candidates analysed, 350 (29%) have declared serious criminal cases against themselves.

  • Reasons furnished for nominating candidates with criminal antecedents:

    o   Out of 433 candidates with criminal cases, reasons have been furnished for 314 (73%) candidates

    o   Out of 350 candidates with serious criminal cases, reasons have been furnished for 260 (74%) candidates

    o   For 119 (27%) candidates with criminal background, no reasons for their selection have been provided by political parties

  • Other discrepancies in Format C7 of some candidates:

  1. Two separate declarations have been published for Hamidul Rahaman (constituency - Chopra) by AITC, both of which show different cases against the candidate.
  2. Two separate declarations have been published for Narendranath Chakraborty (constituency - Pandabeswar) by AITC, both of which show different cases against the candidate.
  3. Two different forms have been published for Manoj Roy (constituency - Maynaguri(SC)) by AITC.
  4. Two different forms have been published for Joseph Munda (constituency - Nagrakata (ST)) by AITC.

Analysis of Format C7 – Tamil Nadu Assembly Elections, 2021

In the Tamil Nadu 2021 Assembly Elections, out of 114 political parties which contested the elections, the following 12 political parties have been analysed for this report. These include All India Anna Dravida Munnetra Kazhagam,  Amma Makkal Munnettra Kazagam, Bhartiya Janata Party, Community Party of India, Communist Party of India (Marxist), Communist Party of India (Marxist-Leninist) Liberation, Dravida Munnetra Kazhagam, Indian National Congress, Makkal Needhi Maiam, Social Democratic Party of India, Shiv Sena Party, Viduthalai Chiruthaigal Katchi.


Criminal Background

  • Candidates with Criminal Cases: Out of 787 contesting candidates analysed, 322 (41%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 787 contesting candidates analysed, 143 (18%) candidates belonging to the aforementioned political parties have declared serious criminal cases against themselves. 

  • 5 candidates have a published Format C7 with but no criminal cases have been registered against them.

  • Reasons furnished for nominating candidates with criminal antecedents:

o   Out of 322 candidates with criminal cases, reasons have been furnished for 166 (52%) candidates

o   Out of 143 candidates with serious criminal cases, reasons have been furnished for 64 (45%) candidates

o   For 156 (48%) candidates with criminal background, no reasons for their selection have been provided by political parties

o   For 1 candidate belonging to DMK, ‘reason for selection’ has not been provided, but ‘reason as to why other individuals without criminal antecedents could not be selected as candidates’ was provided

  • Other discrepancies in Format C7 of some candidates:
  1. A portion of Format C7 for Abdul Wahab M. is not visible. Hence, the reasons for selection of the candidate cannot be ascertained.
  2. Same reasons given by INC  in their Format C7, for all contesting candidates with declared criminal cases, available on party website. Refer annexure1.
  3. Details of criminal cases for M.K. Stalin (DMK candidate) are different in Format C-2 (47 cases) and Format C-7 (63 cases)

Analysis of Format C7 – Kerala Assembly Elections, 2021

In the Kerala 2021 Assembly Elections, out of 48 political parties which contested the election, the following 6 political parties have been analysed for this report. The parties are Bhartiya Janata Party, Communist Party of India, Communist Party of India (Marxist), Indian National Congress, Indian Union Muslim League, Kerala Congress (M). 


Criminal Background

  • Candidates with Criminal Cases: Out of 326 contesting candidates analysed, 235 (72%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 326 contesting candidates analysed, 113 (35%) candidates belonging to the aforementioned political parties have declared serious criminal cases against themselves. 

  • Reasons furnished for nominating candidates with criminal antecedents: 

    o   Out of 235 candidates with criminal cases, reasons have been furnished for 144 (61%) candidates

    o   Out of 113 candidates with serious criminal cases, reasons have been furnished for 82 (73%) candidates

    o   For 91 (39%) candidates with criminal background, no reasons for their selection have been provided by political parties

    o   For 1 candidate belonging to INC, ‘reason for selection’ has not been provided, but ‘reason as to why other individuals without criminal antecedents could not be selected as candidates’ was provided.

Analysis of Format C7 – Assam Assembly Elections, 2021

In the Assam 2021 Assembly Elections, out of 40 political parties which contested the election, the following 17 political parties have been analysed for this report. These are Asom Gana Parishad, All India Forward Bloc, All India United Democratic Front, All India Minorities Front, Assam Jatiya Parishad, Bharatiya Gana Parishad, Bhartiya Janata Party, Bodoland Peoples Front, Indian National Congress, Janata Dal (United), National Peoples Party, Nationalist Congress Party, Republican Party of India (Athawale), Socialist Unity Centre of India (Communist), The National Road Map Party of India, United Peoples Party- Liberal, Voters Party International. 

Criminal Background

  • Candidates with Criminal Cases: Out of 489 contesting candidates analysed, 92 (19%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 489 contesting candidates analysed, 74 (15%) candidates belonging to the aforementioned political parties have declared serious criminal cases against themselves.

  • Reasons furnished for nominating candidates with criminal antecedents:

o   Out of 92 candidates with criminal cases, reasons have been furnished for 53 (58%) candidates

o   Out of 74 candidates with serious criminal cases, reasons have been furnished for 44 (59%) candidates

o   For 39 (42%) candidates with criminal background, no reasons for their selection have been provided by political parties

  1. For 2 candidates from BJP - Madhu Ram Deka and Guru Jyoti Das – two separate affidavits were available on Format C7.
  2. For 5 candidates with criminal antecedents, information was inaccessible because of poor scanning or pages cut out from the uploaded document on the websites of the parties. 

Analysis of Format C7 – Puducherry Assembly Elections, 2021


In the Puducherry 2021 Assembly Elections, out of 20 political parties which contested the election, the following 12 political parties have been analysed for this report. These are Indian National Congress, All India N.R. Congress, Dravida Munnetra Kazhagam, All India Anna Dravida Munnetra Kazhagam, Naam Tamilar Katchi, Amma Makkal Munnettra Kazagam, Desiya Murpokku Dravida Kazhagam, Bharatiya Janata Party, My India Party, Makkal Needhi Maiam, Viduthalai Chiruthaigal Katchi, Communist Party of India. 


Criminal Background 

  • Candidates with Criminal Cases: Out of 161 contesting candidates analysed, 38 (24%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 161 contesting candidates analysed, 21 (13%) candidates belonging to the aforementioned political parties have declared serious criminal cases against themselves.

  • All contesting national or regional political parties, that were analysed, failed to furnish information on reasons for selection of candidates with criminal antecedents.

Analysis of Format C7 – Bihar Assembly Elections, 2020

In the Bihar 2020 Assembly Elections, out of 209 political parties which contested the election, the following 5 political parties have been analysed for this report. These are Bhartiya Janata PartyIndian National Congress, Janata Dal (United)Rashtriya Janata DalCommunist Party of India (Marxist–Leninist) Liberation.

Criminal Background

  • Candidates with Criminal Cases: Out of 454 contesting candidates analysed, 292 (64%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 454 contesting candidates analysed, 210 (46%) candidates belonging to the aforementioned political parties have declared serious criminal cases against themselves.

  • Reasons furnished for nominating candidates with criminal antecedents:

o   Out of 292 candidates with criminal cases, reasons have been furnished for 155 (53%) candidates

o   Out of 210 candidates with serious criminal cases, reasons have been furnished for 115 (55%) candidates

                       o   For 137 (47%) candidates with criminal background, no reasons for their selection have been provided by political parties

o   Scanned copies of Format C7 that was made available on official website by INC is no longer accessible.

o   While a valid link for webpage containing published Format C7 of BJP candidates is available, it has not been accessible since the mandated publication schedule before the election.

o   LJP has updated its webpage titled 'Bihar Election 2020' but has only provided Format C2

o   NCP had published Format C2 but not Format C7.

        o   Apna Kisan Party has a section titled 'Elections' but webpage was not accessible.
