Dear Friends,

Association for Democratic Reforms (ADR) and Odisha Election Watch have analyzed the criminal, financial and other background details of 146 out of 147 sitting MLAs. In the current assembly one seat of Digapahandi constituency is vacant.

This analysis is based on the affidavits submitted by the candidates prior to the 2019 Assembly elections and bye elections conducted thereafter.

Criminal Background
  • MLAs with criminal cases: Out of 146 sitting MLAs analysed, 65 (45%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 47 (32%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to murder: 2 Sitting MLAs have declared cases related to murder (IPC section 302).
  • MLAs with declared cases related to attempt to murder: 11 Sitting MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 12 Sitting MLAs have declared cases related to crimes against women.
  • Party wise sitting MLAs with criminal cases: 44 (40%) out of 111 MLAs from BJD, 13 (59%) out of 22 MLAs from BJP, 5 (63%) out of 8 MLAs from INC, the only MLA (100%) from CPI(M) and 2 (50%) out of 4 Independent MLAs have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 31 (28%) out of 111 MLAs from BJD, 9 (41%) out of 22 MLAs from BJP, 4 (50%) out of 8 MLAs from INC, 1 (100%) out of 1 MLA from CPI(M) and 2 (50%) out of 4 Independent MLAs have declared serious criminal cases against themselves in their affidavits.

Financial Background
  • Crorepati MLAs: Out of 146 sitting MLAs analysed , 95 (65%) are crorepatis.
  • Party wise crorepati MLAs: 77 (69%) out of 111 MLAs from BJD, 9 (41%) out of 22 MLAs from BJP, 6 (75%) out of 8 MLAs from INC and 3 (75%) out of 4 Independent MLAs have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per sitting MLA is Rs.4.01 crore.
  • Party-wise average assets: The average assets per MLA for 111 BJD MLAs analysed is Rs.4.31 crores, 22 BJP MLAs analysed is Rs.1.05 crores, 8 INC MLAs analysed is Rs.4.13 crores, 1 CPI(M) MLA analysed is Rs.30.17 lakhs and 4 Independent MLAs have average assets of Rs.12.57 crores.
