Press Release: Andhra Pradesh Assembly 2019 : Analysis of Criminal Background, Financial, Education, Gender and other details of MLAs

Dear Friends,

 

The Andhra Pradesh Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 174 out of 175 MLAs, in the Andhra Pradesh Assembly Elections.

 

YSRCP MLA namely Karanam Dharmari from Chodavaram constituency has not been analysed due to the unavailability of his complete and properly scanned affidavit on the ECI website while making the report.

Criminal Background

·         MLAs with Criminal Cases: Out of 174 MLAs analyzed, 96(55%) MLAs have declared criminal cases against themselves.

·         MLAs with Serious Criminal Cases: 55(32%) have declared serious criminal cases against themselves

·         Party wise MLAs with Criminal Cases: Among major parties86(57%) out of 150 MLAs analysed from YSRCP, 9(39%) out of 23 MLAs analysed from TDP, and 1 (100%) MLA from Janasena Party, have declared criminal cases against themselves in their affidavits.

·         Party wise MLAs with Serious Criminal Cases Among major parties50(33%) out of 150 MLAs analysed from YSRCP, 4(17%) out of 23 MLAs analysed from TDP, and 1 (100%) MLA from Janasena Party, have declared serious criminal cases against themselves in their affidavits.

·         MLAs with declared cases related to crime against women: MLAs have declared cases related to crime against women such as Assault or criminal force to woman with intent to outrage her modesty (IPC Section-354), Word, gesture or act intended to insult the modesty of a woman (IPC Section-509) etc. against themselves.

·         MLAs with declared cases related to murder: One YSRCP MLA namely Ramakrishna Reddy Pinnelli has declared case related to murder (IPC Section 302).

·         MLAs with declared cases related to attempt to murder: 10 MLAs have declared cases related to Attempt to murder (IPC Section-307) against themselves.

·         MLAs with declared cases related to kidnapping: MLAs have declared cases related to kidnapping against themselves.

·         MLAs with declared convicted cases: MLAs have declared convicted cases against themselves.

 

Financial Background

 

·         Crorepati MLAsOut of the 174 MLAs, 163(94%) are crorepatis. 

·         Party wise Crorepati MLAs: Among major parties140(93%) out of 150 MLAs analysed from YSRCP, 22(96%) out of 23 MLAs analysed from TDP and 1(100%) MLA from Janasena Party, have declared assets worth more than Rs. 1 crore.

·         Average assets: The average of assets per MLA analysed in the Andhra Pradesh Assembly Elections is Rs 27.87 Crores

·         Party wise average assets: Among major parties, the average assets per MLA for 150 YSRCP MLAs is Rs. 22.41 crores and 23 TDP MLAs have average assets of Rs 64.61  crores,

·         High asset MLAs:  The details of top 3 MLAs with highest declared assets in the Andhra Pradesh Assembly Elections are given below:

Other Background Details

·         Education details of MLAs: 59(34%) MLAs have declared their educational qualification to be between 5th and 12thwhile 112(64%) MLAs have declared having an educational qualification of graduate or above. There is one MLA who is Illiterate while MLA is just literate.

·         Age details of MLAs: 19(11%) MLAs have declared their age to be between 25 to 40 years while 122 (70%) MLAs have declared their age to be between 41 to 60 years.  There are 33(19%) MLAs who have declared their age to be between 61 to 80 years.  

·         Gender details of MLAs: There are 14 (8%) female MLAs in the Andhra Pradesh assembly 2019. 

 

Summary of comparison for re-elected MLAs

 

  • Average Assets in 2014: The average assets of these 55 re-elected MLAs fielded by various parties including independents in 2014 was Rs 29.97 Crores.
  • Average Assets in 2019 Elections: The average asset of these 55 re-elected MLAs in 2019 is Rs 47.99 Crores.
  • Average Asset growth in 5 years (2014-2019): The average asset growth for these 55 re-elected MLAs, between the Andhra Pradesh Assembly of 2014 and 2019 is Rs 18.01 Crores.
