Dear Friends,

Association for Democratic Reforms (ADR) and Delhi Election Watch have analysed the self-sworn affidavits of all 70 winning candidates in the Delhi 2025 Assembly Elections.

Criminal Background   


  • Winning Candidates with Criminal Cases: Out of the 70 winning candidates analysed in 2025 31(44%) winning candidates have declared criminal cases against themselves. Out of 70 MLAs analysed during Delhi Assembly elections in 2020, 43(61%) MLAs had declared criminal cases against themselves.
  • Winning Candidates with Serious Criminal Cases: 17(24%) winning candidates have declared serious criminal cases against themselves. Out of 70 MLAs analysed during Delhi Assembly elections in 2020, 37 (53%) MLAs had declared serious criminal cases against themselves.

  • Winning Candidates with Declared Cases Related to Attempt to Murder: 1 winning candidate has declared cases related to Attempt to murder (IPC Section-307 against himself.
  • Winning Candidates with Declared Cases Related to Crime Against Women: 2 winning candidates have declared cases related to crime against women.
  • Party Wise Winning Candidates with Criminal Cases: 16 (33%) out of 48 MLAs from BJP and 15(68%) out of 22 MLAs from AAP have declared criminal cases against themselves in their affidavits.
  • Party Wise Winning Candidates with Serious Criminal Cases: 7 (15%) out of 48 MLAs from BJP and 10(45%) out of 22 MLAs from AAP have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Billionaire Winning Candidates: Out of the 70 winning candidates analysed, 3 are Billionaires. Out of 70 MLAs analysed during Delhi assembly elections 2020, Only 1 MLA was a Billionaire.

  • Average Assets: The average of assets per winning candidates in the Delhi Assembly Elections 2025 is Rs 22.04 Crores. The average of assets per MLA in the Delhi Assembly Elections 2020 was Rs 14.29 crore.

  • Party Wise Average Assets: The average assets per winning candidate for 48 BJP winning candidates is Rs 28.59 Crores and 22 AAP Winning candidates have average assets of Rs. 7.74 crores.

Other Background Details

  • Education Details of Winning Candidates: 23(33%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 45 (64%) winning candidates have declared having an educational qualification of Graduate and above and 2 winning candidates are Diploma holders.
  • Age Details of Winning Candidates: 9(13%) winning candidates have declared their age to be between 31 and 40 years while 47 (67%) winning candidates have declared their age to be between 41 and 60 years. There are 14 (20%) winning candidates who have declared their age to be between 61 to 80 years.
  • Gender Details of Winning Candidates: Out of 70 winning candidates analysed, 5 (7%) winning candidates are women. In 2020, out of 70 MLAs, 8 (11%) MLAs were women.

Comparative Analysis of Assets of Re-Elected MLAs

  • Number of Re-Elected MLAs: Number of re-elected MLAs analysed in the Delhi assembly elections of 2025 is 22.
  • Average Assets of Re-Elected MLAs in 2020: The average assets of re-elected MLAs in 2020 was Rs 7.04 crore.
  • Average Assets of Re-Elected MLAs in 2025: The average assets of re-elected MLAs in 2025 is Rs 8.83 crores.
  • Average Growth in Assets of Re-Elected MLAs from 2020 to 2025: The growth in average assets of re-elected MLAs is Rs 1.79 crores i.e. by 25%.
