Dear Friends,

Association for Democratic Reforms (ADR) and Bihar Election Watch have analyzed the criminal, financial and other background details of 60 out of 75 sitting MLCs. 3 MLCs have not been analysed as their affidavits were unavailable. The 12 nominated MLCs are not required to submit their affidavits, hence their information on criminal, financial and other details are not available in the public domain.

Summary and Highlights

Criminal Background

MLCs with criminal cases: Out of the 60 MLCs analysed, 38(63%) MLCs have declared criminal cases against themselves.

MLCs with serious criminal cases: 20(33%) MLCs have declared serious criminal cases.

MLCs with declared cases related to murder: 2 MLCs have declared cases related to murder (IPC section 302).

MLCs with declared cases related to attempt to murder: 9 MLCs have declared cases related to attempt to murder (IPC Section 307).

MLCs with declared cases related to Crimes against Women: 2 MLCs have declared cases related to crimes against women.

Party wise MLCs with criminal cases: 11(69%) out of 16 MLCs from BJP, 10 (71%) out of 14 MLCs from RJD, 8 (47%) out of 17 MLCs from JD(U), 3(75%) out of 4 MLCs from INC, 2(100%) out of 2 MLCs from CPI and 2(40%) out of the 5 Independent MLCs have declared criminal cases against themselves in their affidavits.

Party wise MLCs with serious criminal cases: 5(31%) out of 16 MLCs from BJP, 5 (36%) out of 14 MLCs from RJD, 7 (41%) out of 17 MLCs from JD(U) and 1(20%) out of the 5 Independent MLCs have declared serious criminal cases against themselves in their affidavits.

Financial Background

Crorepati MLCs: Out of the 60 sitting MLCs analysed, 54 (90%) are crorepatis.

Partywise crorepati MLCs: Among major parties, 15 (94%)out of 16 MLCs from BJP, 15 (88%) out of 17 MLCs from JD(U), 12(86%) out of 14 MLCs from RJD, 3(75%) out of 4 MLCs from INC and 5(100%)out of the 5 Independent MLCs have declared assets valued more than Rs 1 crore.

Average assets:The average of assets per MLC is Rs. 33.87 crores.

Party wise average assets: Among the major parties, the average assets per MLC for 16 BJP MLCs analysed is Rs 25.10 crores, 17 JD(U) MLCs have average assets of Rs 11.40 crores , 14 RJD MLCs have average assets worth Rs 15.64 crores, 4 INC MLCs have average assets worth Rs. 7.79 crores, 2 CPI MLCs have average assets worth Rs. 2.59 crores, 1 Rashtriya Lok Janshakti Party MLC has average assets worth Rs. 43.82 crores, 1 Hindustani Awam Morcha (Secular) MLC has average assets worth Rs. 2.57 crores and 5 Independent MLCs have average assets of Rs. 227.05 crores.

Other Background details

Education Details of MLCs: 15 (25%) MLCs have declared their educational qualification to be between 5^th pass and 12^th pass while 43 (72%) MLCs have declared having an educational qualification of graduate or above. 1 MLC is Diploma Holder and 1 MLC is Literate.

Age details of MLCs: 3 (5%) MLCs have declared their age to be between 31 and 40 years while 44 (73%) MLCs have declared their age to be between 41 and 60 years. There are 13(22%) MLCs who have declared their age to be between 61 to 80 years.
