Dear Friends,

Association for Democratic Reforms (ADR) and National Election Watch (NEW) have analysed the self-sworn affidavits of 514 Sitting MPs out of 543 MPs in the Lok Sabha 2019 Elections. One MP namely Devendra Singh (BJP) contesting from Akbarpur Constituency has not been analysed as his affidavit was badly scanned and 28 seats are vacant.

This analysis is based on the affidavits submitted by the candidates prior to the 2019 Lok Sabha elections and bye elections conducted thereafter.


Summary and Highlights

Criminal Background
  • Sitting MPs with Criminal Cases: Out of the 514 Sitting MPs analysed, 225(44%) Sitting MPs have declared criminal cases against themselves.
  • Sitting MPs with Serious Criminal Cases: 149 (29%) Sitting MPs have declared serious criminal cases including cases related to murder, attempt to murder, communal disharmony, kidnapping, crimes against women etc.
  • Sitting MPs with cases related to murder: 9 Sitting MPs have declared cases related to murder. Out of these, 5 Sitting MPs are from BJP, 1 MP from INC, BSP, YSRCP each and one MP is an independent
  • Sitting MPs with cases related to Attempt to Murder: 28 Sitting MPs have declared cases of attempt to murder. Out of these, 21 Sitting MPs are from BJP and one MP each from INC, AITC, BSP, Nationalist Congress Party (Sharadchandra Pawar), YSRCP, Rashtriya Lok Janshakti Party and Viduthalai Chiruthaigal Katchi.
  • Sitting MPs with cases related to Crimes against Women: 16 Sitting MPs have declared cases related to crimes against women.  Out of 16 Sitting MPs, 3 Sitting MPs have declared cases related to rape (IPC Section-376).
  • Party wise Sitting MPs with Criminal Cases: 118 (40%) out of 294 Sitting MPs analysed from BJP, 26 (57%) out of 46 Sitting MPs from INC, 11 (46%) out of 24 Sitting MPs from DMK, 8 (42%) out of 19 Sitting MPs from AITC, 12 (75%) out of 16 Sitting MPs from JD(U) and 8 (47%) out of 17 Sitting MPs fielded by YSRCP have declared criminal cases against themselves in their affidavits.
  • Party wise Sitting MPs with Serious Criminal Cases: 87 (30%) out of 294 Sitting MPs analysed from BJP, 14 (30%) out of 46 Sitting MPs from INC, 7 (29%) out of 24 Sitting MPs from DMK, 4 (21%) out of 19 Sitting MPs from AITC, 8 (50%) out of 16 Sitting MPs from JD(U) and 7 (41%) out of 17 Sitting MPs fielded by YSRCP have declared serious criminal cases against themselves in their affidavits.

  • State Wise Lok Sabha MPs with criminal cases: 41(54%) out of 76 MPs from Uttar Pradesh, 25(54%) out of 46 MPs from Maharashtra, 23 (58%) out of 40 MPs from West Bengal, 31(78%) out of 40 MPs from Bihar, 19(49%) out of 39 MPs from Tamil Nadu, 10(36%) out of 28 MPs from Karnataka, 17(85%) out of 20 MPs from Kerala, 11(50%) out of 22 MPs from Andhra Pradesh, 7(54%) out of 13 MPs from Telangana and 3(75%) out of 4 MPs from Himachal Pradesh have declared criminal cases against themselves in their affidavits.

  • State Wise Lok Sabha MPs with serious criminal cases: 33(43%) out of 76 MPs from Uttar Pradesh, 13(28%) out of 46 MPs from Maharashtra, 16 (40%) out of 40 MPs from West Bengal, 22(55%) out of 40 MPs from Bihar, 11(28%) out of 39 MPs from Tamil Nadu, 6(21%) out of 28 MPs from Karnataka, 8(40%) out of 20 MPs from Kerala, 8(36%) out of 22 MPs from Andhra Pradesh, 5(38%) out of 13 MPs from Telangana and 2(50%) out of 4 MPs from Himachal Pradesh have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Billionaire Sitting MPs: Out of the 514 Sitting MPs analysed, 25 (5%) are Billionaires.
  • Party wise Billionaire Sitting MPs: Among major parties, 9 (3%) out of 294 MPs from BJP, 2 (4%) out of 46 MPs from INC, 2(12%) out of 17 MPs from YSRCP, 2(40%) out of 5 MPs from TRS, 2(100%) MPs from SAD, 1(4%) out of 24 MPs from DMK, 1(5%) out of 19 MPs from AITC, 1(8%) out of 13 MPs from SHS, 1(50%) out of 2 MPs from TDP, 1(8%) out of 12 MPs from BJD, 1(13%) out of 8 MPs from BSP, 1(25%) out of 4 MPs from Nationalist Congress Party (Sharadchandra Pawar) and 1(14%) out of 7 Independent MPs have declared assets valued more than Rs 100 crore.

  • Party-wise Average Assets: Among major parties, the average assets per MP for 294 BJP Sitting MPs analysed is Rs 15.65 crores, 46 INC Sitting MPs have average assets of Rs.32.59 crores, 24 DMK Sitting MPs have average assets of Rs.25.93 crores, 17 YSRCP Sitting MPs have average assets of Rs.41.42 crores and 19 AITC Sitting MPs have average assets of Rs. 13.46 crores.

  • High Assets Sitting MPs: 25 Sitting MPs have declared more than Rs.100 crores worth of assets. The top three Sitting MPs with the highest assets are given below:

  • Education Details of Sitting MPs: 122 (24%) Sitting MPs have declared their educational qualification to be between 5th pass and 12th pass while 375 (73%) Sitting MPs have declared having an educational qualification of graduate or above. 1 Sitting MP has declared himself to be just literate, 1 Sitting MP has declared himself to be Illiterate and 15 Sitting MPs are Diploma Holders.
  • Age Details of Sitting MPs: 189 (37%) Sitting MPs have declared their age to be between 25 to 50 years while 325 (63%) Sitting MPs have declared their age to be between 51 to 85 years.
  • Gender Details of Sitting MPs: Out of 514 sitting MPs analysed, 75 (15%) Sitting MPs are women while 439 (85%) Sitting MPs are men.
