132d Intelligence Surveillance & Reconnaissance GroupCertifications with in the Targeting Enterprise The 132 ISR Group has three specialized career certifications which ensure the desired targets are struck with Operating Commanders desired weapons effects. Precise Point Mensuration (PPM) is the process of deriving a three dimensional point on the earth’s surface. There is a latitude, longitude and an elevation. There are various methods for deriving these points. The end result is a Joint Desired Point of Impact (JDPI). This is the point that a GPS guided munition is seeking when released. Collateral damage estimation (CDE) is “unintentional or incidental injury or damage to a person(s) or object(s) that would not be lawful military targets in the circumstances ruling at the time.” Limiting the collateral damage to the least amount possible, preferably none, is the overall mission for CDE analysts. The CDE analyst will limit or eliminate the collateral damage through use of non-lethal capabilities and using lower collateral damage weapons. The CDE analyst combines their products with the Weaponeering solutions, Joint Desired Point of Impact Graphic (JDPI-G), and all the Target Graphic products for the mission planning cells to review for later operations. Battle Damage Assessment (BDA) is the timely and accurate estimate of damage resulting from the application of military force against a predetermined objective and is performed in 3 analytical stages: Phase I – Estimates the extent of physical/functional damage to the target element through the use of military force. Most of this information is forwarded back up to the commander with hours of a strike. Phase II – Builds on and is mostly conducted concurrently with phase I. The questions answered here are: Did we physically/functionally destroy or damage this target? And if so what are the recuperation times? Phase III BDA – A deeper look at the target system as a whole taking many factors into consideration and determining how the damage/destruction of this particular target has affected the adversary’s ability to keep up the fight.
