What error do you get? Can you install it?

Is the Vista 32bit or 64bit? CPU 32bit or 64bit?

Do you install and run it as the Administrator of Vista?

What do you see after you double click the lookout.exe? Is the lookout.exe running in Task Manager?

I don't want to suggest the reinstall, but you can try it.

Open Task Manager, check if NICitadel5Service, lkClassAds and lkTimeSync are running.

Run Lookout.exe, check if lookout.exe is running.

Open Control Panel->Event Viewer, see if any error or warning about Lookout or Citadel logged in Windows Logs->Application.

So, the required services are not running. Go to Control Panel(Classic View)->Administrative Tools->Services.  Check if the services are installed, including NI Citadel, NI PSP Server Locator, NI Time Synchronization, NI Service Locator. If you can see them, but not running, right click on it and select Start. But if you cannot see them, the install of Lookout might have something wrong. Did you see errors during the install? Did you install the Lookout as Administrator?

With these services running, try again to launch lookout.exe.
