Hi,

mesa.dll is a module used for user interface components and should
have been installed by the CVI run-time engine.

the dll should be at C:\Program Files\National
Instruments\Shared\Mesa. Make sure that you have the dll in the
system. I would suggest that you uninstall the run-time enigine,
delete this folder and reinstall the run-time engine. Then you can
check whether this component was intalled or not.

I hope this helps.
