Requesting a Quote for a new project:  Stock Trade Listener

PROJECT OUTLINE

1. We are in the process of building a virtual stock trading solution. We have a data provider of stock quotes, and we have already built out most of the application. We are in need of a server daemon to run in the background. The purpose of the daemon is to check the stock data from our data provider, and then query a queue of "trades" that are waiting on contingencies to be met. (EXAMPLE: Once a stock reaches a certain price, trigger a trade)

2. We were planning on building out the listener core functions ourselves in PHP. Is this possible? More or less, the primary functions would be querying our stock_trade MYSQL database table and grabbing "active" trades waiting for contingencies to be met. When met, then updating the rows appropriately. All trades would have expirations in the queue if contingencies not met in a certain amount of time. The only 2 contingencies are Stock Price Contingencies, and DateTime Contingencies. 

I researched PHP REACT a bit... may be a cool option
