Bilingual document template

Greetings,

Does anyone have a Word template to use for a bilingual  document?  I am translating some Arabic treatises into English and I've found it is not easy to do in Word.  I am hoping to have Arabic and English on opposite pages with identical section numbering.  Any suggestions or assistance would be appreciated.

word doesnt allow for this, I would switch to Classical Text Editor which is superb for such purposes.
