Unfortunately I can't provide you with a PDF, but I believe the reference you have is incorrect. The paper appeared in: 

Studies in Islamic History and Civilization edited on behalf of the School of Oriental Studies in the Faculty of Humanities by Uriel Heyd (Scripta Hierosolimitana, Publications of the Hebrew University of Jerusalem, vol. IX). Jerusalem 1961, Magnes Press
