Question about streaming music app for beauty salon only.

Hello,

We are developing an app for salon owners to stream music using Napster API. Basically, our app would have pre-curated playlists or radio stations for them to choose for their salons. 

Here are my questions:

1. Can we charge salon owners a subscription fee for our app?

2. If we can't charge salon owners a subscription. We can provide the app for free to use but we charge them a premium feature such as upload their own ads to the app?
