नर्मदा घाटी के लोगों के संघर्ष को राष्ट्रीय समर्थन:
शासन-नियोजित और मानव-निर्मित है, नर्मदा घाटी की विनाशकारी बाढ़ !
प्रधानमंत्री मोदी के ‘जन्मदिन मनाने के लिए’
समय से खाली नहीं किया गया जलाशय जिसका परिणाम डूब और तबाही
9 नवंबर, 2023: नर्मदा घाटी के 100 से अधिक गाँव में बाढ़ की तबाही ने एक बार फिर सरकार की बद्नियती, झूठे आकलन और ‘विकास’ के विफल मॉडल को साबित कर दिया है. जन आंदोलनों का राष्ट्रीय समन्वय (एन.ए.पी.एम) के वक्तव्य का समर्थन करते हुए, देश-भर के कई सारे चिंतित नागरिकों व जन संगठनों ने कहा कि इस तबाही के लिए ज़िम्मेदार केंद्र और मध्य प्रदेश, गुजरात की सरकारे ही हैं. हम मांग करते हैं कि डूब से प्रभावित लोगों के नुकसान का सही आकलन कर, नियमनुसार पंचनामा कर, जल्द से जल्द पूरी सहायता, नुकसान भरपाई दी जाय। इसके साथ, बैक वाटर लेवल का झूठा आकलन करके, अपने ही नियम का पालन नहीं करने के लिए अधिकारियों की जवाबदेही सुनिश्चित की जाय. बैक वाटर लेवल का पुन: आकलन कर, अधिग्रहण से छूटे पर डूब में आई ज़मीन, मकानों का मुआवजा व पुनर्वास लाभ दिया जाय और डूब में आये घरों के लिए परिवारों को नियमुनासर पुनर्वासित किया जाए.
इस साल की भयानक बाढ़ ने नर्मदा बचाओ आन्दोलन द्वारा लंबे सय से ज़मीनी स्तर पर और अदालतों में उठाये गए मुद्दों और सरकार के नियत पर उठाये गए सवालों को फिर से सुर्ख़ियों में ला दिया है. इस बाढ़ के कुछ मुख्य कारण हैं:
1. प्रधान मंत्री नरेंद्र मोदी के जन्मदिन (17 सितंबर, 2023) को ध्यान में रखते हुए, अपने ही नियम के खिलाफ़, नर्मदा बाँध के जलाशय को, बारिश के पानी को समाहित करने के लिए, सितम्बर माह में खाली नहीं कर के रखना।
2. नर्मदा बाँध के गेट को ससमय नहीं खोलना ।
3. नर्मदा घाटी विकास प्राधिकरण द्वारा पुराने तय हुए बैक वाटर लेवल को बदल कर, नए बैक वाटर लेवल का अवैज्ञानिक तरीके से आकलन करना.
हम मानते हैं कि अगर सरकार लोगों के प्रति ज़रा भी संवेदनशील होतीं, तो बाढ़ के इस प्रकोप से काफ़ी हद तक बचा जा सकता था, पर सरकार ने लगातार नर्मदा के लोगों की मांगो की अवहेलना की है और उनके जीने और जीविका के अधिकार का हनन किया !
नर्मदा जलाशय को नियमनुसार खाली नहीं किया जाना क्यूंकि भाजपा शाषित राज्यों (मध्य प्रदेश और गुजरात) के मुख्यमंत्री, प्रधानमंत्री नरेंद्र मोदी के जन्मदिन का अवसर पर जलाशय को ‘भरा हुआ’ दिखाना चाहते थे, केंद्र और राज्य सरकारों का एक वीभत्स रूप प्रदर्शित करता है.
नर्मदा बचाओ आन्दोलन वर्षों से सरकार के गलत आकलन के खिलाफ़ आवाज उठाती आई है लेकिन उनकी बातों को नज़रअंदाज़ कर, मध्य प्रदेश सरकार ने बैक वाटर लेवल का गलत आकलन किया है और इसलिए जिस इलाके में सरकार कहती रही है कि ‘डूब नहीं आएगी’ वह इलाका भी डूब का शिकार हुआ! हजारों लोगों की संपत्ति का नुकसान हुआ और कई जाने भी गयीं. सरकार ने झूठ बोलकर और डूब क्षेत्र का आकलन गलत मॉडल पर तय करके हजारों लोगों, मवेशियों की जान को जोखिम में डाला है. यह भाजपा के ‘फैक न्यूज़’ का एक और बाद जीवंत उदाहरण ही हैं!
गुजरात के निचले क्षेत्र (डाउनस्ट्रीम) में, भरूच, अंकलेश्वर जैसे शहरों में, हजारों लोगों के मकान प्रभावित हुए - मछुआरे, किसानों ने गंभीर रूप से नुकसान झेला है और अगर शासन द्वारा जलाशय का सही, समय-बद्ध नियोजन व निगरानी नहीं होगा, तो आगे भी इसका विपरीत असर आम लोगों को भुगतना पड़ेगा, जो कि पूरी तरीके से अन्याय है !
जन आन्दोलनों का राष्ट्रीय समन्वय व हम सभी हस्ताक्षरकर्ता, सरकार द्वारा लायी गयी इस तबाही की पुरजोर निंदा करता है | हम घाटी के लोगों के सभी न्यायोचित मांगों का समर्थन करते हैं और उनकी समग्र, सही पुनर्वास की जाए, इसके लिए केंद्र और राज्य सरकारों को बाध्य मानते हैं।
नर्मदा न्यायाधिकरण का फैसला, सुप्रीम कोर्ट के सभी आदेश (24 ऑक्टोबर, 2019 का आदेश सहित) और सभी राज्यों के पुनर्वास नीतियों के तहत सम्पूर्ण, न्यायपूर्ण पुनर्वास होने तक, सरदार सरोवर बांध का जल स्तर 122 मी. तक रखा जाना चाहिए।
हम देश के विभिन्न नदी घाटियों में बसे करोड़ों लोगों से अपील करते हैं कि अलग-अलग सरकारों द्वारा ‘विकास’ के गलत मॉडल के आधार पर बनाए गए / बनाए जा रहे बड़े बांधों का पुन: आकलन करने का संघर्ष मज़बूत करे और संकट की इस घड़ी में नर्मदा के डूब से प्रभावित हजारों लोगों के साथ खड़े हों.

All-India Solidarity to the People’s Struggle in Narmada
State-enabled and human-induced destructive flood in the Narmada Valley,
is the responsibility of the Central and state governments!
Reservoir not being regulated and emptied on time to ‘celebrate Prime Minister Modi's birthday’,
led to the massive submergence and destruction.
9th November, 2023: The devastation caused by floods in more than 100 villages of the Narmada Valley has once again exposed the government's negligence, false assessments, and failed 'development' models! Endorsing the public statement issued by National Alliance of People's Movements (NAPM), numerous people’s organizations and concerned citizens across India hold the Central and Madhya Pradesh, Gujarat governments responsible for this disaster! We demand an accurate assessment of the damage to the affected people, prompt surveys according to law, and immediate assistance, compensation and rehabilitation. Additionally, officials who falsely assessed the backwater level levels and did not follow the law should be held accountable. Reassessment of backwater levels, compensation and rehabilitation benefits for the submerged land, houses for the affected families must be ensured.
This year's devastating flood has brought back to the spotlight the issues raised by the Narmada Bachao Andolan at various levels and in courts, over decades, questioning the intentions and (in)actions of the government. Some of the main reasons for this flood are:
1. The government kept the reservoir filled in September to commemorate Prime Minister Modi's birthday (17th September, 2023), contrary to law.
2. Not opening the gates of the Narmada Dam in time.
3. Narmada Valley Development Authority arbitrarily changing the previously established backwater levels and assessing the new levels in an unscientific manner.
We believe that if the government had been even slightly sensitive to the people, this disaster could have been mitigated, to a large extent. However, the government has callously ignored the demands of the people, disregarding their rights to life and livelihood!
Emptying the Narmada reservoir as per the regulations did not happen because the BJP-led states (Madhya Pradesh and Gujarat) wanted to ‘showcase’ the full reservoir on the occasion of Prime Minister Narendra Modi's birthday, revealing the appalling nature of both central and state governments.
Narmada Bachao Andolan has been raising its voice against the government's wrong assessments for years. But by ignoring their concerns, the Madhya Pradesh government incorrectly assessed the backwater level, and the area the government claimed would not get submerged ended up being submerged! Thousands of people suffered losses, and lives were lost. By lying and basing their assessment on a flawed model, the government has put the lives of thousands of people at risk. This is another vivid example of BJP's 'fake news'!
In the downstream areas of Gujarat, especially cities like Bharuch and Ankleshwar, thousands of houses were affected. Fisher people and farmers have suffered severe losses. If the reservoirs are not properly and timely managed and regulated by the government, the adverse effects will continue to burden ordinary people, which is completely unjust!
National Alliance of People's Movements (NAPM) and all of us undersigned, strongly condemn this widespread destruction brought about by the government. We support all the just demands of the people of the valley and insist on their complete and fair rehabilitation.
We call upon the Central and state governments to comply with the decision of the Narmada Tribunal, all orders of the Supreme Court (including the order of 24th October, 2019), and the rehabilitation policies of all states, maintaining the water level of the reservoir dam at 122 meters until complete and just rehabilitation takes place.
We appeal to millions of people living in various river valleys across the country to strengthen the struggle to halt the construction of large dams based on flawed 'development' models created by different governments. We urge you to stand with the thousands of people affected by submergence in Narmada this year.
