Seek complete rehabilitation of all oustees and urge that Sardar Sarovar reservoir level be maintained at 122 mts, until then
19th June, 2024: As the Narmada Satyagraha and indefinite fast by social activist Medha Patkar enters its fifth day, hundreds of concerned citizens, activists, academics, environmentalists, film makers, former bureaucrats, feminists, youth activists and people’s organizations from across India wrote to the Narmada Control Authority and other authorities, calling upon them to address the legitimate demands of the movement. They appealed for immediate and complete rehabilitation of all affected families and maintaining Sardar Sarovar reservoir level at 122 mts, until such time.

The signatories endorsed the key demands of the movement and called upon authorities to:
Ø Ensure complete and immediate rehabilitation for all those affected by the Sardar Sarovar Project, as per law and judicial orders.
Ø Compensate all damages inflicted until 2023, with immediate effect.
Ø Cancel revised backwater levels; resettle 15,946 families according to old levels.
Ø Fairly Resolve all the pending applications before GRAs and appointments to the Grievance Redressal Authorities (GRAs).
Ø Maintain the water level of Sardar Sarovar at 122 meters, until all affected are rehabilitated, as per law and directives of the Apex Court.
The signatories called upon the Govt not to resort to any form of high-handedness or repression on the movement and uphold the legal, human and constitutional rights of people. The petition which was addressed to the Chairperson of Narmada Control Authority, was also sent to the Prime Minister of India, Union Minister of Jal Shakti, Union Minister of Social Justice and Empowerment, Chief Ministers of Madhya Pradesh, Maharashtra and Gujarat and Chairperson, Narmada Valley Development Authority, with a request to ensure due compliance with law and people’s demands.

19 जून, 2024: नर्मदा सत्याग्रह और सामाजिक कार्यकर्ता मेधा पाटकर का अनिश्चितकालीन उपवास के पांचवें दिन, भारत-भर से सैकड़ों चिंतित नागरिकों, सामाजिक कार्यकर्ताओं, शिक्षाविदों, पर्यावरणविदों, फिल्मकर्ता, भूतपूर्व अधिकारी, नारीवादियों, युवा कार्यकर्ताओं और जन संगठनों ने नर्मदा नियंत्रण प्राधिकरण और अन्य अधिकारियों को एक खुला पत्र लिखकर, आंदोलन के न्यायपूर्ण मांगों को मंजूर करने का आह्वान किया। सभी विस्थापितों के संपूर्ण पुनर्वास होने तक, सरदार सरोवर जलाशय का स्तर 122 मीटर बनाए रखने के प्रमुख मांग को उन्होंने समर्थन दिया।
पिछले चार दशकों में नर्मदा बचाओ आंदोलन की ऐतिहासिक भूमिका पर प्रकाश डालते हुए, पत्र में कुछ महत्वपूर्ण व ज्वलंत मुद्दों को उठाया गया, जैसे; कुछ हज़ार परिवारों का लंबित पुनर्वास; दलित, आदिवासी विस्थापितों, मछुआरों की विशेष जटिल स्थिति, धोखे से संशोधित बैक वॉटर लेवल को रद्द करने की ज़रूरत, नर्मदा जलाशयों की प्रभावी विनियमन और निगरानी में त्रुटियाँ, जिसके कारण 2023 में बड़े पैमाने पर फसल, मकान और पशुधन का नुकसान हुआ, बांध के निचले इलकों में भी बाढ़ और इन सबकी भरपाई करने की आवश्यकता है।

हस्ताक्षरकर्ताओं ने आंदोलन की प्रमुख मांगों का समर्थन किया और अधिकारियों से निम्न मांगों को सुनिश्चित करने का आग्रह किया:
Ø सरदार सरोवर परियोजना से प्रभावित सभी लोगों का कानून एवं न्यायिक आदेशों के अनुसार, संपूर्ण एवं तत्काल पुनर्वास सुनिश्चित किया जाए।
Ø 2023 तक हुए सभी नुकसान का मुआवजा तुरंत दिया जाना चाहिए।
Ø संशोधित बैकवाटर लेवल रद्द करें; 15,946 परिवारों को पुराने स्तर के आधार पर पुनर्वासित करें।
Ø शिकायत निवारण प्राधिकारियों (जी.आर.ए) में उचित नियुक्तियां सुनिश्चित करें और जी.आर.ए के समक्ष लंबित आवेदनों का उचित, न्यायपूर्ण समाधान सुनिश्चित करें।
Ø कानून, नीति और सुप्रीम कोर्ट के निर्देशों के अनुसार, जब तक सभी प्रभावितों का पुनर्वास नहीं हो जाता, तब तक सरदार सरोवर का जल स्तर 122 मीटर पर बनाए रखें।
हस्ताक्षरकर्ताओं ने निवेदन किया कि आंदोलन पर सरकार किसी भी प्रकार की दमन का रुख न अपनाए और लोगों के कानूनी, मानवीय और संवैधानिक अधिकारों को सुनिश्चित करें। नर्मदा नियंत्रण प्राधिकरण के अध्यक्ष को संबोधित पत्र को प्रधान मंत्री, केन्द्रीय जल शक्ति मंत्री, केन्द्रीय सामाजिक न्याय व सशक्तीकरण मंत्री, मध्य प्रदेश, महाराष्ट्र और गुजरात के मुख्यमंत्रियों और अध्यक्ष, नर्मदा घाटी विकास प्राधिकरण को भी भेजा गया और आग्रह किया गया कि कानून और लोगों की मांगों का न्यायपूर्ण निराकरण किया जाए।

Sirs,
We, the undersigned hundreds of concerned citizens and organizations from across India are writing to you in the context of the ongoing Satyagraha of oustees affected by the Sardar Sarovar Project (SSP), near Village Chikalda, in Madhya Pradesh. We are deeply concerned for the rights of thousands of oustees, who are yet to be rehabilitated and facing the threat of submergence. We are equally concerned about the condition of social activist Medha Patkar, whose indefinite fast has entered the 5th day, demanding a fair and just rehabilitation for all the people affected by SSP.
As you are well-aware, Narmada Bachao Andolan has steadfastly advocated for the rights of adivasis, dalits, farmers, labourers, fisher-people and the marginalized through non-violent means during the four-decade old struggle. They have firmly opposed any submergence without rehabilitation, a principle also upheld on multiple occasions by the Hon’ble Supreme Court. They challenged the dominant narrative of ‘development’, forced governments and financial institutions to adopt policies to safeguard the rights of the affected communities and the environment. Due their brave and valiant struggle, thousands of oustees were able to receive rehabilitation in the three affected states of Madhya Pradesh, Maharashtra and Gujarat.
However, we learn that many families, especially adivasi, dalit oustees, and those dependent on natural resources, continue to suffer due to lack of effective rehabilitation. They face hunger and homelessness due to unresolved issues such as inadequate or poor-quality land allocations, pending R&R, compensation, and the lack of essential facilities like water, roads, and schools at court-mandated rehabilitation sites. The delay in providing justice by state and central governments and responsible agencies is particularly unjust towards Dalits and adivasis.
The decisions of the Narmada Tribunal (Tribunal Award), rehabilitation policies, and Court orders have been consistently violated by the implementation as well as monitoring authorities. In 2023, the flood, caused by significant mismanagement in regulating water flow in many dams in the Narmada Valley and the delayed opening of Sardar Sarovar gates, affected approximately 150 villages in Madhya Pradesh and farming areas in Maharashtra. Adivasis, farmers, fisher people, small traders severely faced the brunt. In the downstream areas of Gujarat, fishers, villagers and city-dwellers also suffered extensive damage.
In Madhya Pradesh, the revision of backwater levels in 2008 unjustly denied rehabilitation to 15,946 families, even after their homes were demolished and some received inadequate compensation! Many of these families now reside in vulnerable conditions in government buildings along the Narmada, facing damage from submergence.
Mismanagement by various authorities led to floods that violated laws and displaced thousands without proper rehabilitation or compensation, causing further hardships, after the dam got completed in 2017 and subsequent filling to full capacity in 2019.
The failure to adhere to regulations for maintaining the reservoir's water level led to widespread submergence of villages, houses, and fields. Delayed actions during critical times exacerbated the impact, affecting several districts and communities. Despite efforts in Madhya Pradesh to provide relief and dialogue of NBA with various authorities, full R&R, compensation remains pending for many, including livestock losses and some human fatalities.
It is in this context that we support the demands of the struggle. They include:
Ø Complete and immediate rehabilitation must be ensured for all those affected by the Sardar Sarovar Project, as per law and judicial orders.
Ø Compensation for all damages inflicted until 2023 must be disbursed forthwith.
Ø Cancel revised backwater levels; resettle 15,946 families according to old levels.
Ø Ensure due appointments to the Grievance Redressal Authorities (GRAs) and fair resolution of the pending applications.
Ø Maintain the water level of Sardar Sarovar at 122 meters, until all affected are rehabilitated, as per law and directives of the Apex Court.
We urge you to urgently look into the matter, dialogue with the oustees and NBA, and resolve the issue in a fair way. We hope the Govt will not resort to any form of high-handedness or repression on the movement and will uphold the legal, human and constitutional rights of people.

It is prudent that the government take cognizance of the peoples' struggle in the Narmada Valley. The monsoon is approaching and people still live in the vulnerable village of Chikhalda, with no alternative due to no Resettlement and Rehabilitation, after 2023's man-made flood! These people are poor, marginalized in so many ways, and the government should be ashamed of what they've put them through. There is a chance to ensure that people are not left needing to break down walls, to escape their flooded homes in the middle of the night, or leave their cattle and goats to drown, or carry the weight of memories filled with devastation from that night, like they do now. I appeal to the authorities - please provide a full and fair compensation to all those struggling over the last 39 years with many additions in 2023 due to mismanagement of the dam. Resettlement and Rehabilitation (not in tin-sheds that are furnaces in the summer, but home with dignity) is their right!!! They should not need to fight for it, and it is your duty - as public servants and elected representatives, to uphold theor rights! |

Due to water stagnation and submergence of landscapes wildlife and ecosystems Will be at greater loss than that we could imagine today. It is important to calibrate on cost of rehabilitation of both humans and non-human species and entities of nature, like soils, rocks, trees, and other ecological processes. Lots of land is another area which doesn’t calibrate the damage that we do to the ecosystems which are not just local but, of global importance. Please take such measures to take holistic view and providing RR packages. |
