Subject: National Stakeholder Consultation on WTO Negotiations (27- 28 October 2009)

 

We are pleased to inform you that United Nations Conference on Trade and Development (UNCTAD) India Programme, New Delhi is organising a National Stakeholder Consultation on WTO Negotiations in New Delhi on 27- 28 October 2009 (tentative). UNCTAD India Programme on “Strategies and Preparedness for Trade and Globalization in India” is a joint trade related capacity building project of DFID (Government of UK), Department of Commerce (Government of India) and UNCTAD. Over the past five years it has organized seventy stakeholder consultation meetings on WTO and FTA negotiations.

 

The overall objective of the meeting would be to inform stakeholders of current state of play of trade negotiations at WTO and to provide them a platform to articulate their interest and concerns on issues related to agriculture, non-agriculture market access and services negotiations. Specifically, the meeting would focus on the following: (i) identifying products to be kept outside the ambit of tariff reduction formula; (ii) extent of tariff reduction in other products which India could commit without undermining its overall interest in agriculture and manufacturing; and (iii) identifying products and markets in which India may have export interest. In respect of services negotiations, the stakeholder consultation would provide an opportunity to identify perceived benefits to India from liberalisation of certain service modes and sectors, as well seek inputs on specific barriers to India’s service exports which need to be addressed. The stakeholder consultation assumes importance in the context of forthcoming Ministerial Conference of the WTO scheduled to be held in Geneva on 30 November – 2 December 2009. 

 

The meeting will bring together representatives of farmer organizations, civil society, consumer organizations, industry representatives, experts and policy makers. We hope that the deliberations of the workshop will provide useful inputs for informing India’s approach in the on-going negotiations at the WTO. In an attempt to make the stakeholder consultations more broad-based we seek active participation from product-based associations. This would enable product specific suggestions to emerge from the meeting. Frequently Asked Questions on Agriculture and Non-Agricultural Market Access (NAMA) negotiations, which provide technical details of some of the negotiating negotiations, are attached. We also urge various industry and trade associations to seek views of their members on issues related to WTO negotiations. This would ensure that views articulated in the stakeholder consultation are representative of a broad spectrum of the Indian industry. 

 

We would be grateful if you could convey your willingness to participate in the stakeholder consultation or nominate a suitable representative who can articulate the interests and concerns of your organization in the context of WTO trade negotiations. Background note, final date, agenda of the meeting and other relevant information will be conveyed on receiving your confirmation/ nomination to participate in the meeting.
