Medical facility for Spouse of IIT Delhi Students

Dear all,

I need clarification about the medical facility for the dependent (only: spouse) is currently available at IIT Delhi or not. 

If Yes, Pl. guide me how to avail the same. 

If no, kindly clarify me, why this facility is not provided (any official order stating the possible reason). 

Kindly clarify.
