How would you implement accountability, transparency and better governance in India?

Laying roads (> 50% corruption) is biggest swindle in India - P.
Chidambaram.

How would you implement accountability, transparency and better
governance in India?
Lets take some social audit at different levels...
Citizens - Do Indians pay taxes or avoid them? PAN audit?
System - Can you put babu's (official's) name, phone#, photo saying I
paid a bribe to this babu on Internet/Website?
Government - more internal regulations? external regulations through
NGOs? preconditions to get elected in India for candidates - should
they declare income and project his/her income after getting elected
for electoral serving period?
Mega-gang/Corporate - Can citizen use Right to Information Act for
looking into common scams like Satyam, 2G etc.? external regulations/
oversight through NGOs?
