New MemberAlerts model

I just pushed some code that moves away from the previous Onboarding/Exit tasks and to a more sophisticated MemberAlerts model.  This is all based on the flow of Office Nomads although it could be coded to be more modular if need be.  I still need to work it through some rigorous testing before I push this live for Office Nomads but I wanted to get the new model out there sooner rather then later so we can work on everyones migrations.  If you are using the old task models, let's talk as this migration is a tricky one.
