Is any responsibilitty to the NACO'S / SACS Employees

It is right to provide the insurance for PLHIV, but what is the care &
support to the service provider for PLHIV, I mean Counsellor &
Technician (ICTC/PPTCT/ART) who are directly attached the PLHIV.
Is any responsibility of SACS and NACO if any problems / accidental
with their employees.
Just we had passed an accident in Nov 2011 in which LT of PPTCT
passed/died on the spot, I was also injured with them. In a car we as
sixt person in which 4 person had died. Just now I am feeling
something well after 4 months. If not compeletely well /fit.
In this time (within 3 months) when I was not well/ fit NACO' / SACS
inspection in our center but they don't talk about me/ accidental.
