This publication is a monthly compilation of news, events and resources related to disaster preparedness, response, recovery and mitigation activities by and for people with disabilities or access and functional needs.   I hope this publication will serve as a source of up-to-date information for FEMA Region V partners interested in inclusive emergency management, as well as a vehicle for you to share your promising practices, events and information. I look forward to hearing from you regarding the value of this publication and what types of information you would like to see in future versions.

Why Older Adults Face More Danger in Natural Disasters

 

Older adults often face challenges and barriers in preparing for, responding to, and recovering from disasters.  According to HelpAge International, in many areas across the world, a majority of individuals who die in disasters are over the age of 60, even in areas where those over the age of 60 make up less than 10% of the population.  Some of the challenges that older individuals face include limited access to resources, higher rates of disabilities, and social isolation.

Resolve to Be Ready in 2014!

 

This year’s Resolve to be Ready campaign focuses on ‘Family Connection’ to reinforce the importance of parents including their children in preparedness conversations in advance of potential disasters.  The Ready campaign makes an emergency preparedness resolution easy to keep by recommending families consider these three ideas when making a plan: who to call, where to meet and what to pack.

 

The campaign includes age-appropriate tools and resources to introduce conversations about disaster preparedness to children on www.ready.gov/kids, including a downloadable family emergency plan, emergency kit checklists and guidelines on how to make preparedness a year-round family activity.  Check out the materials that you can use in your community to get families prepared in 2014.

Annual Disability Statistics Compendium

 

The Annual Disability Statistics Compendium is a publication of statistics on people with disabilities and government programs that serve the population with disabilities and is modeled after the Statistical Abstracts of the United States, published yearly by the U.S. Department of Commerce. The Compendium is designed to serve as a reference guide to government publications. Each year, the Compendium is updated to reflect the statistics published over the year, and new statistics are added each year, as new data sources and publications become available.

 

Topics in the compendium include:

Webinar: Emergency Response and Disability for First Responders

 

In order to best assist individuals with disabilities in an emergency situation, first responders must be aware of the preparation needed in serving this community.  Flexibility and creativity may be called for in order to insure individuals who have disabilities are able to access emergency services and to do so effectively.  This webinar will address the issues of physical, communication, and programmatic access as well as the responders’ need to understand the potential unique challenges facing this segment of the population and how to serve them in a respectful manner.   First responders and community emergency preparedness teams will primarily benefit from this presentation, but individuals with disabilities may also find it useful in communicating their needs in an emergency situation.

Webinar: Oakland California’s Journey from Emergency Management Defendant to Model City for Inclusionary Practices

 

In 2009, the City of Oakland was the subject of a major lawsuit saying that its emergency management policies, practices and procedures fell short of providing individuals with disabilities an equal opportunity survive disasters and other emergencies.  Hear how Oakland met the challenge by engaging a wide group of stakeholders and integrating progressive functional needs access frameworks into all aspects of its emergency management planning and response programs.  The session will cover the tools that Oakland created and how local government agencies can efficiently and effectively transform their emergency preparedness programs.

 

Learning Objectives:

 

·         Participants will understand the various elements of inclusionary emergency planning and response at the local government level, including the CMIST approach.

·         Participants will learn how to integrate functional needs frameworks and build the capacity of local government emergency preparedness programs, activities and services to serve diverse disability populations.

·         Participants will learn how local governments can effectively engage functional needs populations in all aspects of emergency planning and response.
