This has been the case at my RO as well. it was communicated to one of our colleague that he is not entitled for the JAIIB/CAIIB allowance if done before joining NABARD. After giving the reference of the amended staff rule, he got the the positive reply for JAIIB/CAIIB allowance.
If you refer the staff rule that was circulated to the group, at page no 132, the following is mentioned--
I. Increments, Special Pay etc. for educational etc. qualifications
A. Employees in Group 'A'
(a) Increments for passing CAIIB/CAIB examination
An employee in Group 'A' other than Executive Director, who while in service passes Part I/Part II of CAIIB or CAIB examination will be granted one advance increment for each part of the examination from the date of declaration of the result of the examination.
A directly recruited officer who has passed Part I/Part II of CAIIB examination prior to joining the National Bank will similarly be granted advance increment(s) for such qualification from the date of joining.
The grant of increment(s) to an employee for acquiring additional qualification(s) will not change the date of the annual increment in the time scale of pay.
so, please speak to the concerned officer with giving the reference of the staff rule at RO and hope you receive the positive reply.
