Policy for Recruitment, Succession Planning and Career Progression of officers -2014: feedback
Dear Sir/Madam,

Kindly refer to the captioned policy decided in the 202nd Board Meeting held on 29th September 2014. In this regard, my feedback comments are as follows –

1.             The DR batch of 2010-11 may kindly be exempted from the provision of ‘minimum 05 years of qualifying service’ as the eligibility criteria. For this batch, the existing provision of ‘minimum 04 years of qualifying service’ should be continued.

2.             The cut-off date for determining the ‘‘minimum years of qualifying service’ may kindly be changed to ‘31st March’ instead of ‘31st December’.

3.             ‘To ensure, objective assessment of the competency of candidates for promotion to higher grades, in addition to ‘personal interview’, ‘written test must also be continued as a part of the promotional examination and Personal interview may kindly not be given more weightage than ‘written test’ i.e. maximum ratio of the weightage of both should be 50:50.

4.             The clause of minimum 60% marks in Personal Interview may kindly be discarded and merit should be decided based on descending order of weighted total of written test and personal interview BOTH.

5.             The policy needs more clarity in terms of the academic qualification and experience required for the fresh recruitment. More clarity also needed in the process of recruitment.

6.             The Fresh recruitment of Direct Recruit Officers in Grade B may kindly be postponed till all the existing officers in Grade A (Direct Recruit) batches of 2008, 2009 and 2010-11 get promotion to Grade B. All the current number of vacancies in Grade B may kindly be filled by promotion all of these officers and after that,  the Bank may kindly think to recruit fresh officers in Grade B, if there are still more vacancies in Grade B.

Thanks and Regards,
