again a new promotion and recruitment policy. seems as if we are puppets in the organization. already there is nothing like being officers, also promotion chances are delayed.

It is just like standing tirelessly in Q at a Railways Counter for Tatkal booking and when your turn came all tickets are booked already (Unpredictable) . A feedback is required to given formally on behalf of the batch.

Management is totally insensitive towards us. After transfer policy, a second big slap on us.. but what one can expect from NABARD. A new dose of fowl air to already frustrated employees.. NBOA is busy with high tea party on our money as usual and always be in future.. only God can help us.. we a really cursed batch.. lost all enthusiasm..

Given the mindset of higher management, it is difficult to get justice by prayers and petitions. NBOA is of little help as witnessed on earlier ocassions. Now options may be tried

1. RTi asking the rationale behind such policies.

2. NBOA may be threatened immediately with mass resignation.

3. Stop data entry and letter drafting at our level. Officer nowhere is required to do this clerical work. If AGM requires a letter to be sent mark it to DA. Follow all written instructions only. Chock maximum of work including going to GM and CGM for getting note DO and letter signed.

4. Ministry of finance and DOPT may be written about the policies.

First they promoted all candidates in the qualifying channel who appeared in interview.The intention was clear. Now that they scrapped the merit channel altogether, the conspiracy is complete. The new management and our so called association are hands in glove to turn the clock backwards. Next I suspect, some fine day they may scrap the open access to PAR also and make it secretive and subjective; may be only for Grade A. All this backward march is at the behest of NBOA only. Hence option 2 above by Devendra may be exercised. This is essential to know whether it stands for our legitimate interests.

While options 1 and 4 may not lead to a desirable change of policy, option 3 may be counter productive in an environment that is least bothered about loss of efficiency.

Even after this, I think there is hope if we can put forth our problem with the new succession policy to the HRMD directly through the channel provided (hrpoli...@nabard.org) by 15-Oct-2014, just like so many of us appealed against the new transfer policy and succeeded in getting transfers to their desired locations. This time the HRMD is most willing to hear from us (that's why a separate id), which means there is still scope for accomodation.

We may request for granting atleast 2 chances to appear in a Merit Track for promotion to Grade B starting from this year and before any direct recruitment takes place to Grade B. Very specifically, the chances availed thru merit channel by our previous batches of 2008 & 2009 and the cancellation of direct recruitment to Grade B through open examination announced about one year ago may be duly quoted.

Dear Friends,

I think, all of us should write to HRMD for continuation of promotion from Grade- A to B through Merit Channel, as we are the worst affected batch from this policy change. As suggested by Devendra, we may also think of mass resignation from NBOA, as they are least bothered for our interests.

Think of consequences of direct recruitment of grade B, which is envisaged in the new policy.

Friends, in my opinion resignation from NBOA is not a solution. Management will not listen us directly, we have to force NBOA to clarify our apprehensions  to the management. Presently, our main motive is to stop Recruitment at Grade B level.

Only three four people among our batch seems to be affected by the policy. All others are happy as even a small displeasure has not been shown by any of the rest. All have got themselves embibed in NABARD culture, become wishful thinkers. I am also backing out and becoming spineless as usual..!ab promotion kabhi bhi ho kahin bhi ho, i dont care . Good luck buddies...

I wonder is it only me or does the policy also have positive attributes.
How is d merit channel good? how much good has it done to our senior batches? how many have been promoted, and if promoted, isnt it  at d cost of
causing severe grievances caused to the batchmates against those promoted and juniors promoted above seniority without judging d past usefulness 
or aptitude of d person "meritoriously" promoted? Nonsense.
We should also note that although we have to wait for 5 yrs but d promotion process is smooth and management has tried to bring simplicity. By taking
average of best 3 PARs instead of last 3 PARs we are saved with fears or threats of vengeful Reporting Officers over PAR and that once we get below par PAR
we needed to sit it out for years before the effect waned off. Further, 60% marks in interview is also not very demanding i think. Moreover, we may think 
of asking for weightage interview AND PAR both at the time of deciding selected list
Although we need to urge not to again tamper with it for d coming years.
Yes recruitment at Grade B is bad and we may advise to rethink that but we should note it is only for 10% of the vacancies for Grdae B, but has to be advised against nonetheless. Also the common prelim for both Grade A Grade B doesnt make much sense, but only for saving few bucks at the time of recruitment!

No one is favouring the earlier policy. But think if you have to wait for your turn just five years or five + clearing years (which may 9+ years). Also does the policy will not change after we become eligible again (Past Experience). Simply giving feedback by all is no harm at all.

By clearing years u mean clearing of vacancies right?
yes we may include in our suggestions that vacancy or not promotions tests at 5yrs may be considered and all those fulfilling d set minimum criteria 
should be promoted.

only 10%.. what does this mean..what is the need for recruiting grade B when you have the stuff (officers going RBI as Grade B) ..it will only provocate/encourage experienced officers to leave the organization. Remember 2 entry level for officers results in making groups and will be looked differently in the organization and no doubt, we(recruited as Grade A) will be the ultimate sufferer..

The issue raised by Abhinav....that's what the Association guys will tell you when you ask them to represent our problem. They'd try to 'prove' how beneficial this single channel system is!
I don't believe any of it.

Are all promotions in which the number of selected is more than the number of rejected simply bad? just because a minority gains over the majority?

Not only is it a matter of denying opportunity to our batch.
If some one gets promoted through Merit Channel this time, he/she also reduces the the competition next time and increases the chance of promotion of others next time. Instead of realising this if the crab like mentality gets the better our thought process, it is good for none. And i must say, the managements love this!

In my opinion, the sooner more of us get promoted to Gr B, the better for ALL of us.

Direct recruitment to Gr B is not 'unethical' but management should give us adequate opportunity before doing that.

i oppose both stopping of Merit channel and recruitment of Grade B ahead of giving us a chance for promotion and shall draft my reply accordingly.

In connection with the 2014 HR – Policy, I would like to give the following feedback regarding ‘Direct Recruitment in Grade A and B’:-

Instead of recruiting candidates directly in Grade B, we can take fresh candidates through All India Competition in Grade A and provide early promotion opportunities to them (say 2 years), based on their performance. This will ensure that, the candidates promoted to Grade B are not only good at analytical abilities but are also suitable for NABARD’s work environment.

Before going ahead with Grade B direct recruitment, the officers recruited in Grade A should be given an opportunity to be Grade B, as fresh recruitment in Grade B makes uneven field for them.

Dear All,

I am not able to understand why some of the people of our batch are supporting the recruitment of Grade B (whatever it may be 10% or 20%) , what is the need of this. Are NABARD utilised the capability of its grade A officers yet. I don't know which kinds of analytical skill they require. This policy only brings the " work less, butter more" culture. In every organization there is merit channel, again i don't know why people want to skip this and want to promoted only through on the basis of their PAR marks  which is totally based on what , we all knows.  Disappointing, but what can we expect from our so superior management.

Another thing i want to add why only Direct Grade B officer , why not Grade C, D or E.

Dear friends, all our "silent" batchmates also has rise to the occasion. Here, we are not voicing concerns for any personal gains, but for the general cause of our batch.
The email I have sent to GS, & Pres of NBOA is placed below. It is the "factual part" of Bhawani Sankarji's letter , i.e. excluding the critical/judgmental comments since we are (or at least I am)   not too experienced & a visionary to directly criticise Management's policy. Kindly refer to the captioned policy decided in the 202nd Board Meeting held on 29thSeptember 2014. In this regarding, your kind attention is drawn towards the following issues –


1.   Opportunity for Promotion - 04 years  - DR 2010 batch As mentioned in the article 2. A (i) of the said policy, the latest batch of Direct Recruit Officers (2010-11) in Grade ‘A’, is not eligible for promotion into Grade ‘B’, as the rider of ‘minimum 05 years of ‘qualifying service’’, debars it, from being eligible for promotion to Grade ‘B’, as most of them will be completing only 04 years. This is detrimental    for the 2010-11 DR batch as the DR batches of 2008 and 2009 have got benefit of the earlier policy of minimum 04 years of ‘qualifying service’ and will also be eligible as per this new policy. 

    2.  Cut off date of 31st December - Another provision mentioned in the same article referred above that the ‘period of qualifying service’ will be counted as on 31st December of the preceding year, is also based on a unreal presumption. As in case of this barch of DRs (2010-11), they joined in 05 different slots, as called by the Bank to join the Induction Programme at NBSC, Lucknow. Only one slot joined on 27th December, 2010. Rest four slots having almost 4/5th strength of the batch joined 2011 (17th January, 31stJanuary, 14th Feb.etc.). As per this policy, only 20% of their batchmates will be eligible for promotion to Grade B, if there is any vacancy for promotion announced during 2016. Rest of them will have to wait for another one year. 


 3. Written Test  for Grade A to B - There if no mention of any kind of ‘written test’ to be held in addition to the personal interview, for getting promoted to Grade ‘B’.

4..   Direct Grade B recruitment  The mention of Direct recruitment to ‘Grade B’, will again cause a negative impact on the motivation and morale of the existing Grade A officers. 

In view of the above, we request you to kindly impress upon the Board/ Top Management of the Bank to make the following amendments in the captioned policy –

 

     1.  The DR batch of 2010-11 should be exempted from the provision of ‘minimum 05 years of qualifying service’ as the eligibility criteria. For this batch, the existing provision of ‘minimum 04 years of qualifying service’ should be be considered.

     2.  The cut-off date for determining the ‘‘minimum years of qualifying service’ should be changed to ‘31st March’ instead of ‘31st December’ as mentioned in the policy.

   3.   In addition to ‘personal interview’, written test should also be continued as a part of the promotional examination. 

4    The regular and annual fresh recruitment as Direct Recruit Officers is the need of the hour for the organisation. But it should be limited to Grade A only.

If we really wish to win this battle, then we need to go collectively, then just acting individually.

first of all ...  based on consensus ... a common draft need to be finalised... get it signed by all officers (including Grade A, B , C and D)  in our respective ROs, give the hard copy to the local unit secretary of the NBOA and also send the scanned copy of the same to the GS, All India NBOA.

The NBOA will act only if we show our strength by our unity and detemination, otherwise, we will have to satisfy ourselves by their assurances only..

scanned copy of similar letter addressed to Chairman, signed by all RO officials of respective RO may be send to the hrpoli...@nabard.org , then only the management will take it seriously

As per the latest policy to become eligible for promotion a Grade ‘A’ Officer is required to complete 5 years of qualifying service for appearing in the interview. Sir, we consider it’s unfair and demoralizing due to following reasons:

 

·         Already two batches (2008 & 2009) have got promotion call in four year of their services. In fact, 2008 batch got two chances to test their destiny. We were mentally prepared to appear for written and interview during the March - July 2015. But as per policy now we make to wait for another 2-3 years.

·         We are not against the direct intake of Grade ‘B’ in our organization. And as per the policy there will be Grade ‘B’ regular requirement henceforth.  This will definitely demoralize and give mental agony to us as at least two bacthes Grade ‘B’ – DR will be our senior and less chances for promotion for us.

 

We therefore, request to give us a chances to appear in promotion and to test our destiny before requirement of Grade B (either by postponement  or before advertisement of Examination) as think we are enough capable to protect the interest of our organization.
