Subpart C--Intentional Radiators
Sec. 15.225 Operation within the band 13.553-13.567 MHz.
(a) The field strength of any emissions within this band shall not
exceed 10,000 microvolts/meter at 30 meters.
(b) The field strength of any emissions appearing outside of this
band shall not exceed the general radiated emission limits shown in
Sec. 15.209.
(c) The frequency tolerance of the carrier signal shall be
maintained within +/-0.01% of the operating frequency over a
temperature
variation of -20 degrees to +50 degrees C at normal supply voltage,
and
for a variation in the primary supply voltage from 85% to 115% of the
rated supply voltage at a temperature of 20 degrees C. For battery
operated equipment, the equipment tests shall be performed using a new
battery.

Hey, Toad, here's an idea: why don't you get a written ruling from the
FCC stating that your operation is legal, then post it here. You have
nothing to lose by asking the FCC for a ruling since they already know
you're broadcasting because Riley reads your blog, too. You won't dare
ask, of course, because then the FCC would demand certification of
Part 15 compliance which you can't provide. So just wait for the knock
on the door from the "guys in the white van." Shouldn't be too much
longer.

certification is only required when you are going to sale the devices,
hobbies can have I believe can have up to 5 transmitters. As for Riley
he can read all he wants there's nothing you or him can do about it
hahahahahhahaha

Well, Toad, if you're going to quote Part 15, how about quoting this:
Part 15, Subpart A, Sec. 15.1(c):
Unless specifically exempted, the operation or marketing of an
intentional or unintentional radiator that is not in compliance with
the administrative and technical provisions of this Part, including
prior Commission authorization or verification, as appropriate, is
prohibited under Section 302 of the Communications Act of 1934, as
amended, and Subpart I of Part 2 of this Chapter.
Part 15, Subpart A, Sec. 15.23(a):
Equipment authorization is not required for devices that are not
marketed, are not constructed from a kit, and are built in quantities
of five or less for personal use.
So, what kind of transmitter are you using? If it's a commercial non-
Part 15 rig (like, say, a ham transceiver), you are in violation of
the Commissions's rules.

UNDER PART 15 THE ONLY CERTIFICATION THAT IS REQUIRED IS IF YOU ARE
GOING TO MARKET YOUR DEVICE, THEN THEY HAVE TO BE CERTIFIED. HOBBIST
ARE ALLOWED TO BUILD UP TO FIVE TRANSMITTERS FOR THEIR OWN PERSONAL
USE.

Subpart A - General - §15.23 Home-built devices.
(a) Equipment authorization is not required for devices that are not
marketed, are not constructed from a kit, and are built in quantities
of five or less for personal use.
(b) It is recognized that the individual builder of home-built
equipment may not possess the means to perform the measurements for
determining compliance with the regulations. In this case, the builder
is expected to employ good engineering practices to meet the specified
technical standards to the greatest extent practicable. The provisions
of §15.5 apply to this equipment.

You're still not addressing the original question. What kind of
transmitter are you using? You stated that you use Upper Sideband,
which implies use of a ham rig, which is NOT a Part 15 device. I doubt
seriously that you built a transmitter.

Part 15 devices only have to be certified if your going to sale
the product. A person can have up 5 transmitters without them being
certified. So Believe what you want, my station is LEGAL
