Complaints
Written complaints alleging violations of Section 301 of the
Communications Act should be sent to the Federal Communications
Commission, Enforcement Bureau, Spectrum Enforcement Division, 445
12th Street, SW, Washington, DC 20554. Complaints should include the
name of the operator, if known, how the station identifies itself, the
location of the station, the operating frequency, the type of station
being operated, and whether the station's operation is causing
interference.

Hey, Toadie, have you read some of the enforcement actions on the
site you give the link to? None of the actions are for causing
interference, they are for not having a license to operate. I think
you want the FCC to raid your station so you can be some kind of test
case. Fine, if that's what you want, but remember: if you want to play
pioneer, expect to get your wagon burned occasionally.

No, those actions are against people running well beyond the power
levels of part 15 in the FM Broadcast band. The power output for Part
15 on 87.5 MHz to 108 MHz is 250 Microvolts per meter at a distance of
3 meters. but hey you think you got something go for it
