Me again.

 

Managed to get the Announcement box looking good again thanks to Google searching for techniques which turned out to be absurdly simple :)

 

Just so you know, all the style info is actually in the service message and not in the style.

This means you can update the style sheet without harming the black box, however you do have to be careful when editing the service message.
